Comon Council of the town of Sherwood met in Town Hall. Members all Present at Roll Call Except J.S.Smock. Minutes of Last two Meetings read and aproved

Ordinance No. 18 Was read for the third reading and on Motion was Adopted by the following Vote. Yes: J.C. Iler, P.T.Meeks and H. H. Eyman

There was a petition for a side walk presented By H.L.Smock, C.G Reisner, John Owens, L.A.Meeks and J.E.Morback, Said Walk to commence at the South East Corner of Block No.6 and to be Laid on the North West Side of First Street to the SouthWest Corner of Block No.(4)four. Petition granted.

Bill of Geo. Seeney for two Matresses amt $2.00 was alowed and ordered Paid.

Bill of J.E.Young For services secretary and Ballot Box amt $12.00 was alowed and ordered Paid.

The Question of Apropriating Money to Improve Streets was brought up by Meeks and was Discussed at some length by the members of the Council and was finaly laid over for next meeting.

Comon Council met in town Hall Members all present at Roll Call. Minutes of Last Meeting read and aproved.

Bill of J.C.Smock for a seat ticket [Etc.], amounting to $6.00 on Motion was Allowed and Ordered Paid.

Annual Report of President C.G.Reisner was read and on motion Accepted and ordered.filed.

Report of Town Treasurer was read showing total amount of funds rec'd for the Year 1893 to be $587.26. Total Dispursments, 485.34. Balance on hand, $101.92. On Motion Report was adopted.

Motion to lay over Bonds of New Treasurer, Marshal, and Recorder until Monday June 15th. Motion.Carriade.

The following officers wer then sworn in for the year 1894. President Council: John C. Iler. Councilmen: P.T.Meeks, C.G.Reisner, Ed Hodson, and J.C.Smock.

Mr. Reisner then ofered the question of Improving R.R.Street.

followed by a Motion to apropriate $20.00 for the Improvement of R.R.Street between Main and Washington Streets said Improvement to be made by filling in with Brick Bats the Vote on the Motion stood as follows. Yes: Meeks+Reisner Hodson & Smock.

Motion to Instruct the Marshal to Ex[pent] the above Apropriation on said street to hier a team or teams and men to carry on said work Team and teamster not be alowed to Excede $3.00 per day and day labor not to be alowed to Exede $150 per Day Marshal to be alowed $1.75 per day for his time A day, to consist of 10 hours actual work. Motion carried.

Ordinance #19 Introduced and read for the first reading and on Motion was laid over for the second reading.

Sherwood Oregon Dec. 15th, 1894.

Comon Council of the town of Sherwood met persuant to Adjournment. Members all present at Roll Call. Minutes of Last Meeting read and approved.

Petition for sidewalk together with remonstirance was taken up and on motion of Meeks the matter was Dismissed.

The following amendment was offered to ordinance #10 That sec. 2 of ordinance #10 be and is hereby amended to read as follows any person Petitioning for a sidewalk on any street with in the corporate Limits of the Town of Sherwood shall post or cause to be posted three written or printed motices along the line of said sidewalk setting forth the fact that at same regular meeting of the town council of the town of Sherwood there will be a Petition Presented giving the date therof to that body asking for an order for a sidewalk on the Proposed line, and if when said Petition is read it is shown that such notices have been posted at least 5 five days before the meeting at which the Petition is read if there

is no remonstrance or if it is found that a majority of the Property Owners along said Proposed work have signed the Petition the same shall be granted. But if on the other hand it is found a Majority of the Property owners have signed a remonstirance said Petition shall not be granted. On motion the amendment was adopted by the following vote. Yes: Meeks, Reisner, Hodson & Smock.

Motion by Smock to Erace the Word "and" in ordinance #5 Where it is used in connection With Drunk and Disorderly and Insert instead the word "or" Making it read thus: "Drunk or Disorderly". Adopted, the vote stood as follows. Yes: Meeks, Hodson and Smock. No: Reisner.

Bonds of Geo. Seeney Town Marshal, J.E.Young Recorder, and R. Miller Treasurer wer read and accepted.

On Motion J.C.Smock was instructed to Procure Blanks for use of town Recorder.

On Motion the fine in Ordinance #17 was raised from two to five Dollars and the Imprisonment from one day to two and one half days. The Vote on the Motion stood as follows. Yes: Meeks, Reisner, Hodson, J.C.Smock

Motion By C.G.Reisner to apropriate to Improve R.R.Street between City Hotel and Sherwood Hotel. The Vote stood as follows. Yes: Weeks, Reisner, and Hodson.

On Motion C.G.Reisner was apointed to take Charles Croissant to Hillsboro and Present his bill for the Expence In curred in so Doing to the town Council.

Ordinance No 19 was read for the first reading and on Motion the same was laid over until the next regular Meeting.

Comon Council of the town of Sherwood met in regular Monthly session. Members Present wer J.C.Iler, P.T.Meeks, C.G.Reisner, James C. Smock, J.E.Young & Geo. Seeney.

Minutes of Last Meeting read and aproved.

On Motion the Council Elected Sam Hogan Amember [sic.] of the Comon Council of the town of Sherwood to fill Vacancy Caused by the resignation of Ed.Hodson the vote on the motion stood as follows. Yes. P.T.Meeks, C.G.Reisner & J.C.Smock in Acordance with the vote Mr.Hogan was declared Duely Elected.

Mr.Hogan being Present Was Duely Sworn in for the remainder of the term or untill his successor was duely Elected and qualified.

Ordinance #18 was read for the second reading and on Motion was laid over for third reading at the next regular meeting.

Mr.C.G.Reisner Presented Bill for taking Charles Croissant to Hillsboro Amount $1.70 on Motion of Smock the Bill was ordered Paid.

On Motion the sum of $6.80 Was Apropriated to cover deficiency in Apropriation for street work on R.R. Street, and that A Warrant be drawn in favor of Geo. Seeney for the Sum of of Seventeen and 35/100 $17.35 to Pay for said Street work. Motion was voted on as follows. Yes: Meeks+Reisner+Hogan. No: Smock. Motion Carried.

On Motion All the side walk on Main Street was accepted except that portion put in by Skeets. The Recorder was instructed to notify Skeets that they had not complied with ordinance regulating the laying of sidewalks.

On Motion this meeting was Adjourned until Monday Feby 12th 1894.

Comon Council of the town of Sherwood met in regular sessin. Members All present at Roll Call. Minutes of Last Meeting read and Aproved.

Ordinance No.19 was taken up and read for the third reading and on Motion Was Adopted by the following Vote. Yes Meeks & Reisner, Hogan & Smock.

Petition of John Owens for a Liquor Licens for the period of three (3) Months from Mar.10th 1894 to June 10, 1894. On Motion of Meeks the Petition was granted. The Vote stood as follows. Yes Meeks, Reisner & Hogan. No J.C.Smock.

There was a Motion and second to Order the Recorder to Issue A Licens to John Owens to Sell Spirituous Malt and Vinious Liquors Within the Corporate Limits of the town of Sherwood for (3) Months Provided He John Owens furnished a good and sufficient Bond in the Sum of One Thousand $1000.00 Dollars With J.P.Mohrman, O.Johnson and C.G.Reisner as surities.

On Motion J.C.Iler was instructed to finde out from Sheriff Ford whether the Sewer Tax of Mr. Jay [or Joy] and Mrs. Brook could be added to the County tax and colected at the time they paid them.

A Communication from R.Miller was read asking Town Council to lend $60.00 for the use of the U.B.[United Brethren] Church. On Motion the Recorder was Instructed to Inform Mr. Miller that he could get $60.00 on four Months time provided the Securitie was considered good and sufficient by the Board.

On Motion Mr Geo. Seeney's Bill for 3 arests @ 15.00, amt 4.50, and $1.00 for Boarding Prisoners was alowed Total amt 5.50. A warrant was Ordered Drawn for the amt.

On Motion A Warrant was drawn for $36.00 in favor of J.C.Smock to pay for Tiling.

On Motion there was a sidewalk ordered on the West side of Main Street from R.R.Street to first street including crossings across Main at the Intersection of Main and R.R.Street and Also at the Intersection of Main and first across Main.

On Motion the Marshal was Instructed to procure and plant out shade trees around the town Property as required by Town Ordinance.

On Motion it was desided to alow All Political Clubs to have use of town hall for Club meetings one night in Each Week for Each Club Provided that said Clubs must give way to any town Business that might come up or in other words if the hall was needed to transact any town business on the night that the Club or Clubs Had desided the [...] they would have to give way untill the town business was transacted.

Motion to adjourn to meet at the next regular meeting on April 2,1894 or subject to the Call of the President.

NOTICE: There will be a meeting of the Town Council of Sherwood on Wednesday Mar.7th,1894 at 7 Oclock P.M. to Examine security for Money Proposed to be loaned to U.B.Church. --J.C.Iler, President.

Persuant to the above Call the Comon Council will meet in town hall Mar 7th 1894. Members present wer J.C.Iler, P.T.Meeks, Hogan, Smock, Young, and Seeney.

Mr.R.Miller offered the note of the U.B.Church signed by R.Miller for the Church with O.Johnson as Security for the sum of sixty Dollars $60.00 Payable four (4) Months after date with ten percent Interest from date.

On Motion the note was accepted and a warrant ordered drawn for the sum of Sixty $60.00 on the Thursday. The Vote stood as follows. Yes: Meeks+Hogan+Smock. On Motion Meeting then Adjourned.

Persuant to the Adjournment of March 17th the Comon Council met in town hall with all Members Present.

Mr.O.Johnson asked the Council for the loan of $50.00 for Sixty Days on Motion of C.G.Reisner it was desided to loan Mr.Johnson fifty $50.00 Dollars on sixty days time takeing his note for the same.

The vote on the Motion stood as follows. Yes, Meeks, Reisner Hogan &.Smock.

On Motion the Recorder was ordered to Draw Warrant on the treasurer for $50.00 in favor of O.Johnson and take his note for the same on sixty days time with ten percent Interest. Yes Meeks, Hogan, Reisner & Smock.

Comon Council of Sherwood met in regular monthly session with All Members Present.

Minutes of Last Meeting together with those of three special meetings wer read and aproved.

President Iler who was appointed A committe of One to confer with Sheriff Ford in regard to Mr. Jay and Mrs. Brooks sewer tax reported that he had found out nothing as yet regarding the matter.

Bill of George Seeney for Marshal fees in West Case and for setting out trees around town Property. Amount $6.00 Was Presented and allowed and a warrant ordered drawn for the same.

Bill of J.E.Young for Ladders & Posting [of notices] and Salary for 3 months Ending April 1st Am ($37.00) was Read and on Motion the same was ordered paid.

On Motion the recorder was ordered to procure lumber on sixty days time for sidewalk along front town property,

also Lumber and posts for a good five board fence around town property.

On Motion the recorder was ordered to advertise for bids for building sidewalk and fence for town bids to be opened Monday April 16th.

On Motion of Hogan it was desided to pay the Marshal a salary of $10.00 per Month for the Months of April May & June 1894 in Order that he might better Afford to take time to look after those persons more closely that wer in the habit of Violating Town Ordinances. The Vote on this Motion Stood as follows [Meeks, Hogan, Reisner: Yes] Smock was absent when Vote was taken. On Motion the Marshal was Instructed to procure A Star for Depty Marshal and present Bill for same.

On Motion J.E.Young was instructed to make seats around the wall of Council Room and bring in bill for the same at the next Meeting.

Under head of new business Mr. Reisner was in favor of having Council Room Clothed and Papered and the inside Painting done. There being no Motion made to that Effect there was no action taken on the Matter.

The Marshal called for Instructions in regard the colecting of delinquent sewer tax he was instructed to Inform Parties that ther Taxes wer delinquent and if not Paid soon there would be steps taken to colect them by law.

Persuant to adjournment of the fourth Inst. the Comon Council met in town hall. Members all present except J.C.Smock. Minutes of Last Meeting read and aproved.

Ordinance #20 was read for the third reading and was Passed by the following Vote. Yes Meeks, Reisner and Hogan. The Same was signed by the President J.C.Iler and ordered posted.

Petition of Johnn Owens a licens to sell spirituous Malt and Vinous Liquors for three month from June 11 to Sept.11,1894 was read.

On Motion Licens was granted John Owens as asked for in Petition. The Vote stood as follows Yes Weeks Reisner and Hogan.

On Motion Recorder was instructed to Isue Licens when Bond was Properly signed and Returned.

On Motion of Meeks it was Desided to Give John Owens A rebate of $25.00 Twenty Five Dollars on Licens. The vote on the above Motion stood as follows. Yes: Meeks, Reisner, and Hogan. Motion Carried.

Bill of R. Vincent for Lumber for side walk and fence amt of Bill $21.99 Twenty one and .99 was presented and on motion the same was alowed and a warranted ordered Drawn for the same.

On Motion the Marshal was Instructed to notify all persons along the new side walk to build the same Immediately Including all cross walks.

On Motion it was desided to hold regular meetings on the 1st Friday of the Month. Motion to Adjourn to Meet Friday June 22d, 1894.

Persuant to adjournment of June 9th Council met and was called to order by the President. On Call the Roll it was found that Myrs. Meeks, Reisner, Hogan, and Smock were absent.

Comon Council of the town of Sherwood met in regular session Members All present Except J.C.Iler, President of Council, whose place was fill By Recorder J.E.Young in accordance with the provisions of the Charter. Minutes of Last two meetings read and aproved, Committee reports they have heard nothing from Joy and Mrs. Brook in regards to sewer tax.

Bill of J.E.Young for salary fees and County Tax on Town Property amount Twelve $12 35/100 Dollars wer presented and on motion was alowed and a warrant ordered Drawn for the amt.

2d quarter report of Treasurer and Recorder submitted and on motion was adopted.

On motion it was desided to Loan Mrs. L.A.Meeks $12.00 Twelve Dollars on sixty days time Note to be given bearing ten % interest with Geo. Seeney as surity.

Mr. Smock Moved to Instruct Recorder to Draw Warrant for $12.00 in favor

Moved and seconded that the recorder be Instructed to procede with the nessisary means to Colect all notes and accounts Due or to become due to the town of Sherwood. Motion Carried.

Moved and Seconded that the recorder be Instructed to notify Mr. Miller that he would have to furnish new Bonds or resign his office as town Treasurer his present Bondsmen having given notice not to pay any more money into his hands. Motion carriade.

Moved to adjourn to meet the first Friday in August.

Persuant to Adjournment of Aug 3.rd Comon Council met in Town Hall. Members present were Meeks, Reisner, Hogan, Young, and Seeney, Smock being absent.

Recorder reported that he had notified Parties owing notes to the town to [call and?] settle the same and that Mr Johnson had said he would be able to pay his on or about Aug. 15th, 1894.

On Motion Recorder was Instructed to to notify parties to [call?] and settle individually Either by Cash or a renewal of note Motion Carriade.

On motion Recorder was instructed to extend time 30 days to parties owing notes or money on notes provided they renewed their notes with guilt-edged security. Motion Carriade.

On Motion the order from J.A.Chapman to J.E.Young was accepted and a Warrant ordered drawn for the amount $4.05 In favor of J.E.Young.

On Motion McConnell and Iler's Bill for Stationary and nails was Allowed amount $1.85 and a Warrant ordered drawn for the same.

A Communication from the Sheriff of Clackamas County in regard to Escaped prisoners from County Jail was read before the Council.

On Motion Town Marshal was Instructed to notify all parties having side walk under construction to have the same finished within 10 days or they would be finished by the Marshal and charged up to the Property owners.

On Motion a Committee of three was appointed to Call on Mr. Miller's Bondsmen and assertain if they wished to Continue as bondsmen for Mr Miller. Committee appointed by the President was

Comon council of the Town of Sherwood met in called session. Members all present at Roll Call.

C.G.Reisner, P.T.Meeks & J.E.Young The Committee Appointed to Wate upon Mr.Miller's Bondsmen Report that they had Seen Mr.Johnson & Mrs.Meeks the bondsmen of Mr. Miller and they stated that they wished to withdraw from the Bond and they wanted not be responsible for any more money paid into Mr.Miller's Hands.

On Motion of J.C.Smock the above report of the committee was adopted by the Council and the Committee was discharged.

On Motion of Mr. J.C.Smock, Mr. Miller was given time until Friday Aug. 17th, 1894 to Procure new Bondsmen or furnish his final report to the Council.

On Motion Council adjourned to meet Friday August 17th 1894 at 8 Oclock P.M.

Comon Council of the Town of Sherwood met in called session. Members all present Except P.T.Meeks. Minutes of Last Meeting read and approved.

Mr. R. Miller Tendered his resignation as town Treasurer his Books wer Audited by the Council they showed the amount of 2.25 Bal. in hands of Treasurer Which amount was turned over to town Recorder and Receipted for by him.

On Motion Mr. Miller's resignation was accepted and his bonds Releaced. Resignation placed on file.

The President then Declared Nominations in order for Town Treasurer. J.E.Morback and James Carr wer placed in nomination.

On the Ballot being taken it resulted in the Election of J.E.Morback as Town Treasurer and same was declared Elected by the President.

On Motion the side walk from C.G.Reisner Butcher Shop to the North West Corner of [Block?] #6 thence East to the north west corner of Lot 3 in Block Six was condemed by the Comon Council and the Recorder was ordered to post notices to that Effect along said walk.

On Motion of Meeks John Owens Was Allowed $25.00 as a rebate on Licens money paid in and a warrant was ordered drawn for the same.

On Motion the Recorder was ordered to issue a Licens to John Owens for a period of 3 months from Sept.11th,1894 when he presented his bond with O.Johnson and John P. Mohrman as surities.

This Meeting was called for the purpose of concidering O. Johnson's Application to borrow $125.00 for a period of 30 days.

On Motion by Hogan seconded by Smock it was desided to loan O. Johnson $125.00 on aproved security for 30 days time.

On Motion the Recorder was instructed that when Mr. O. Johnson Presented his note payable on or before Oct. 27th, 1894, with what he the Recorder considered good security to Draw a Warrant for $125 on the Town Treasurer.

Comon Council of the town of Sherwood met in regular session. Members all present at Roll Call except Recorder J.E.Young. J.C.Smock was appointed scty. protem. On Motion J.C.Smock was ordered to procure Blinds for the windows of the Council Room, also 2 spittoons.

The President was instructed to make arrangements with R. Miller to Extend the time of Issuing an execution against the U.B.Church until the 20th of Oct 1894.

A motion was made by C.G.Reisner Second by Hogan to appropriate $20.00 to Brick & Grade street between R.R.Track and first street. Yes's: Meeks, Reisner, Hogan & Smock.

On Motion by Smock the Contract for halling Brick Bats was to be let to the Lowest Bidder by the [...] Yard. Bats to be measured on [the?] wagon by the Marshal. Carried.

Comon Council of the town of Sherwood met in regular session. Members all present at Roll Call. Minutes of Last Regular and intervening meetings Read and Aproved.

J.C.Iler the committee of one appointed to confer with Mr. Miller in Regard to the Judgement against the U.B.Church Reports that he had seen Mr.Miller and that he got no satisfaction from him and that on Oct.25th he ordered out an Execution on the Judgement secured in the Justice Court In the matter of procuring An Attorney to Look up the Matter of the Judgement Against the U.B.Church. Mr. Reisner was Apointed to Confer with T.H. [Tourged?] and to get a written opinion on the status of the Case.

Marshal Seeney reports no more Brick to be had for gradeing purposes.

The President & Recorder was instructed that if J.E.McConnell would take Mrs. C.G.Reisner's note as part payment of the note and Mortgage & that he held against the town to draw a warrant for the Balance $135.00 on the Treasurer in favor of J.E.McConnell.

The Comon Council met pursuant to Adjournment of the 2nd inst. Members all present Except J.C.Smock.

On Motion Geo Seeney was ordered to procure 1/2 Doz Dog Collars and then proced to inforce Ordinance #17 (sic.) in regard to Licens colections.

Mr. Miller Made a proposition to the Council that he would give a new note in place of the old one for $60.00 and in clude in the new one the interest and costs of Amt. on the old making a total of $70.75 and the Council could accept or reject the same when presented next Monday Evening Nov. 12th, 1894.

Mr.C.G.Reisner agreed to draft an ordinance against the running at large of Horses & Cattle in the town.

Mr.J.C.Iler Present a bill from McConnell and Iler for Col Oil and Writing paper amount 65c which was Allowed and a warrant Drawn for the Same.

Comon Council met in Regular Session. Members all present Except J.C.Smock. Minutes of Last Regular and Intervening meeting Read and Approved.

Petition of John Owens for a License to Sell Spirituous Malt and Vinious Liquors in Less quantities than One Gallon for a period of 3 months [erasure] from Dec.12th 1894 to March 12th 1895.

On Motion of Meeks the Above petition was granted by the following vote. Yes: Meeks, Reisner & Hogan. Mr. Smock being absent License was Granted to John Owens by the above Vote Provided the said John Owens shall on or before Tuesday Dec. 11th. 1894 Pay to the town Recorder $125.00 Dollars for such Licens and also file a bond such as is required by the town ordinance with the town Recorder at the same time.

On Motion the Recorder was Instructed to Issue a Licens to John Owens when he paid the Money therefor and presented Bond properly signed and in the same motion Recorder was instructed to draw a warrant for $25.00 in favor of John Owens as a rebate on the above.

Comon Council met in called session for the purpose of settling the U.B.Church matter and to discuss the matter of Loaning money to John Pape.

On Motion the new note of the money loaned to R.Miller for the U.B.Church with O.Johnson and E.L.Becker as surities was accepted and the Judgement in Justice Court was ordered canceled, the town to pay the costs which had been Included in the new note.

On motion it was decided to Loan John Pape $75.00 for a period of 6 months on note with Gust Hanke for Security.

On Motion the Recorder was instructed to draw a warrant on the town treasurer for $75.00 in favor of John Pape. When note is properly signed.

On motion the Recorder was ordered to draw a warrant for $8.00 Costs in the U.B.Church case.
