A communication from Mrs. E.C.Spencer Asking the Council to pay her the sum or Seven $7.00 Dollars For taking care of William McCabe while sick at her house. On Motion the communication was laid over until the next regular meeting. On Motion it was desided to Amend Section (2) of Ordinance no (7) to read as follows That the Word Five Hundred $500.00 Dollars be Stricken out and Four hundred $400.00 Dollars be inserted in stead. The Vote stood as follows. Yes: P.T.Meeks, C.G.Reisner, S.O.Hogan, J.C.Smock. The Motion carried by a unanimous Vote. On Motion the Words "And has been an actual Resident of said town for sixty (60) Days immediately preceding the date of his application" was stricken |

Common Council of the town of Sherwood met in regular Yearly Session being the time fixed by the Charter for Installing the new officers for the year 1895. Council Was Called to order by J.C.Iler President of the Council. Roll Call showed all members present. Minutes of Last meeting Was read and Approved. Report of the Town Recorder for the quarter ending January showing amount of Recpts of the office to be $129.50 Which had been paid over to the town treasurer as Evidenced by the Treasurer's receipt was read and on Motion the same was Accepted and Adopted as read. Report of the Treasurer for the quarter ending Jany. 14th, 1895 was read before the Council showing Balance cash on hand at Last Report to be $28.00. Receipts for the quarter to be $401.40. Total 429.40. Paid out on warrants 270.00. Bal on hand in Cash $13.65. Bal on hand in Notes 145.75. Total Bal $159.40. On Motion the Report was adopted as Read. The vote of the Town Election held Jany. 7tth 1895 was then canvassed showing that the following persons had Rec'd a Majority of all the votes Cast at said Election. | Page 119 Sherwood Oregon Mar. 1st, 1895. Common Council of the Town of Sherwood met in regular session. Members all present Except Councilman T.D.Cox. Minutes of previous meeting read and aproved. Petition of John Owens for a Liceens to sell Spirituous Malt and Vineous Liquors was read before the Council asking for a Licens to Sell Spirituous Liquors with in the corporate limits of the Town for a period of Three Months (3) Begining on the 13th day of March and Ending on the 13th day of June 1895. On Motion Owens Petition was Laid over until Friday Eve March 8th. Bill of McConnell & Iler for oil and Lamp Globe amt 50c was presented and on Motion the same was allowed and a warrant ordered drew for the amt. Bill of J.E.Young for services and salary to date was presented and on Motion the Same was allowed and a warrant ordered drawn for $2.75 to pay the same. Petition of G.W.Duke asking that the Council Grant the Singing Class the use of town Hall to Hold Singing School in Petition not Granted
| Page 120 Moved and Second that the President Appoint A Committee of one to procure legal advice in regard to collecting the Delinquent Sewer tax. Motion carried and J.C.Smock was appointed the Committee of One. Mr. George Seeney Having resigned the office of Town Marshal being Vacant Mr. August Wiman was appointed by Vote of the Council to fill Vacancy. Mr. Wiman having filed his Bond with H.C.Plummer and L.S.McConnell as surities and said Bonds having been accepted by the Council Mr. Wiman was duely sworn in and In stall as Marshall [sic] from the remainder of the term Ending On the Second Monday of January A.D. 1896. Mr. B. Janeway Treasurer Elect failing to qualify S.O.Hogan was appointed by a vote of the Council and the Recorder was instructed to notify Mr. Hogan of the fact. Bonds of D. Alexander Recorder Elect was presented and read before the Council John Campbell & H.H.Eyman being surity. On Motion the same was accepted by Vote of the Council.
| Page 121 Mr. Alexander then Asked to withdraw his Bonds, he not wishing to qualify, the permission was granted. There was considerable time devoted to the Discussion of the side walk question but no deffinet action was taken in the mattter. On Motion it was disided to adjourn this meeting intill March 8th when the Council would again meet for the purpose of disposeing of the unfinished business and for the transacting of any new business that may come before the Council at that time. After calling the Council to order the President stated that this was an adjourned Meeting for the transaction of the Unfinished business left over from the Last regular meeting and for the transacting of Any New business that may come up for consideration. Special Committee Man Smock Apointed On the 1st inst Reported that he Had had Legal Advice in regard to the Collecting of the Sewer taxes and that he got very little Encouragement in the matter. Bill of M.D.Montgomery for Judges [pre?] for the Election Held Jany. 2, 1894. Amount $1.00 was read be fore the Council and was discussed at length by the Council this matter was finally settled by Morback moving to pay the Sum of One Dollar to Each of the Judges & Clerks of Election Held for the Year 1893 & 1894 Also to Include One dollar to the marshal

S.O.Hogan failing to qualify as Town Treasurer Mr. B.F. Henshaw was appointed to fill the office by Vote of the Council. On Motion of Smock the Petition of John Owens asking for a Licens to Sell Spiritous Malts & Vineous Liquors for a period of 3 months was taken from the table where it was laid over At the Last regular meeting With the understanding that it was to be acted on at this Meeting. A vote was then taken with the following result: T.D.Cox and J.E.Morback voted No Licens Mr.Scklutter [sic.] and Mr. Smock Voting to grant the Licens this making a Tie the President cast his Vote in favor of Granting the Licens. The Bond of John Owens With J.P.Morman [John Peter Mohrmann 1856-1933] and Herman Schmidt [1858-1941] as surities was read and accepted and the Recorder was Instructed to Issue a Licens when the Bond was properly Signed. On Motion Councilman T.D.Cox was granted Sixty days absence

Persuant to a call Issued by the President of the Council the Common Council of the town of Sherwood met at the residence of J.C.Iler for the purpose of the transactions of General Business. Council was called to order by President Iler. Members present Wer J.C.Iler President, J.E.Morback, J.C.Smock and T.D.Cox Members of the Council and Recorder J.E.Young. Minutes of Last regular meeting wer read and aproved. J.C.Smock presented a bill as follows R.R.Ticket and cash to send John Steigler to the Pore farm $1.70 Stationary & Ink 40c.

Company the presant Light wher J.C.Smock's store now Stands that they will Also Extend the Brick Yard swich through town and connect with the maine Line near the first [Euinion?] South West of town Also to put in a swich on the Northwest side of the Main line runing through the Town commencing at or near the South West corner of Wm. Pulley's land East of town Extending Westerly through the town and Connect With the Maine Line at or near the canon above mentioned West of Town the company to Keepe an agent and telegraph operator at this Station the Company to do the Above Improvements provided Mr.J.C.Smock will give them the Land East of Pine Street as shown in the Plat for Warehouse and Woodyard Grounds, Also the Grounds asked for wher Mr.Smock's Store now stands for Depot purposes Mr.Smock makes a proposition to the town of Sherwood that if the town would agree to pay him $200.00 That he would release his right [litue?] and Intrust in and to

On Motion A Committe of 3 was appointeed to confer with R.Kohler, Supt of the SPRR, in regard to the Depot sidings &ect. Those apointed on that Committee wer J.C.Iler,J.C.Smock &J.E.Young. Moved and Second that the committtee above appointed to confer with Mr. Kohler be Impowered with full power to act in the matter if they can make Satisfactory Arangements With Mr. Kohler. Motion Carriade. Moved and Second that if the Committee above mentioned succeed in making satisfactory Arrangements with Mr. Kohler for the Improvements hertofore stated that the town of Sherwood will pay Mr. Smock the Sum of $200.00 Dollars for the Land required by the R.R.Company as shown by the Plat. Common Council of the town of Sherwood met in regular session Members all present at Roll Call Except President of the Council J.C.Iler whose place was filled by Recorder J.E.Young. In the Matter of the Committee appointed to confer with R.Kohler about the Building of the Depot and other Improvements Mr.J.C.Smock reported that there had been nothing done the R.R.Co. would not agree to [bunde stumse ....] to Keep a telegraph office in the town of Sherwood for any stated Length of time they also wanted to See the town Plat and be informed as to the Corporate Limits of the town and asked that they be alowed a franchise on a strip of Land 19 feet wide on the South Side of RR Street. Wm. Schlutter Tendered his Resignation as a Member of the Council Which was accepted and J.W.Spencer was Elected to fill vacancy. Ordinances No 21 and 22 wer read for the 1st reading and on Motion of Mr. Smock.
| Page 128 Ordinance #21 and 22 was called up the Rules Suspended and they wer Read for the Second Reading and Laid over for final consideration on Friday night, May 10, 1895. J.C.Iler being Absent the House Was Called to order by Recorder Young. J.W.Spencer being in attendance was duly Installed as a member of the common Council as Wm. Schlutter Resigned. On Motion Ordinance #21 and Ordinance #22 was taken up and Read for the Third Reading. J.C.Smock Moved that Ordinance #21 be adopted as read without amendment the motion carriade by the following Vote. Yes: J.E.Morback T.D.Cox J.W.Spenser and J.C.Smock moved and Second to Strike out the Word Ten Days Notice and Insert the word Twenty days in Lieu thereof in Ordinance #22. Motion Carriade. On Motion Ordinance #22 was adopted by the following Vote. Yes: J.E.Morback, T.D.Cox, J.W.Spencer, JCSmock. Mr. A. Wiman's Resignation as town Marshal was laid before the Council by Recorder Young and on Motion the same was accepted.
| Page 130 Mr.T.D.Cox also handed in his resignation as a member of the Council on Motion the resignation of T.D.Cox as Councilman was accepted. [Under the hid?] of nomination and Election of Officers Mr.H.H.Eyman was placed in nomination for councilman to fill vacancy caused by the resignation of T.D.Cox. Mr.E.G.Hagey was also placed in nomination for town Marshal A ballot being taken and Mr.Eyman and Mr.Hagey Receiving all the votes cast Mr.Eyman was Duely declared elected Councilman and Mr.Hagey Marshal for the balance of the Year 1895. Mr Eyman being present was sworn in and Duly Installed as a member of the Council. Ordinance #23 providing for the payment of a percentage of all money [...] by the treasurer to [said?] treasurer as a compensation for his work was Read for the first and Second Reading and on Motion the same was held over for final consideration the next meeting. The following Bills was audited and ordered paid. J.C.Smock's Bill for Pad Lock Amount 20c. E.G.Hagey's Bill for serving two notices to clean up Allies @ 50c Each, $1.00. J.E.Young's Bill for salary posting ordinance and money paid out for John Sleckler amt of Bill $1.75. Petition of John Owens for a Liquor Licens was taken up this petition asked for a Licens to sell s. malts and vineous liquors within the corporate limits of Sherwood for a period of three months from June 14th to Sept 14th, 1895. On Motion said License was granted by the following Vote: Smock Yes. Eyman Yes. Moreback voting No. A majority of the Council present voting to grant the Licens
| Page 132 On Motion the recorder was Instructed to Issue a license to John Owens to sell s. malts and vineous liquors within the corporate limits of the town of Sherwood for a period of three months commencing June 14th and emding September 14th, 1894 provided the said John Owens filed his Bond as required by Law prior to June 14th 1895 with John P. Mohrman & Hermin Schmidt as surities. On Motion warrant N. 101 of the town of Sherwood Drawn in favor of O. Johnson when Council was not in session was Legalized by a vote of the Council Recorder was Instructed to purchase Blank Town Warrants to the # of 2.50 In the matter of the U.B.Church Note with O. Johnson & E.L.Baker surity it was desided to Let the matter rest for a few days to give Mr. Barber [sic] a chance to raise the money. Recorder was also Instructed to notify John Pape[1845-1913] that his note would be Due on June 18th,1895. In the matter of the Insurance of the town Building it was by Vote Desided to Insure In the Phoenix Assurance Co. of [Laundun?] amount of policy $250.00 Rate 2.20. Full amount of premium $5.50 for one Year Insurance.

Roll Call showed all members present Except E.G.Heagey Marshal. Minutes of last two meetings read and approved. Ordinance No.25 was taken up and read for the third reading. This reading was done by sections Each section being acted on separately and adopted by Vote of the Council After which Mr.Smock moved to Adopt the ordinance as a whole. The Vote for adoption Stood as follows. Yes: J.C.Smock, J.E.Morback, J.W.Spenser, H.H.Eyman. Motion carriade and ordinance adopted subject to the approval of the President of the Council. On Motion for the chair to appoint a Committee of two to confer with R. Kohler Manager of the S.P.R.R.Company in regard to the petition of E.G.Hagey and 8 other persons together with ordinance No.26 to Vacate a strip of Land off the South Easterly side of R.R.Street being a strip of Land 19 feet

Ordinance #26 is prepared in Accordance with the petition of E.G.Hagey and Eight (8) other persons Interested in the town of Sherwood filed in the office of the Town Recorder on the 29th day of May A.D.1895. Addressed to the Common Council of Sherwood repersenting it to be to the Advantage of the town and of the public at large and to be the Desire of said petitioners that the town should vacate and dedicate to the Oregon and California Rail Road Company its [Incessers?] and assigns for sidetrack and other R.Road purposes all that part of Rail Road Street being nineteen feet in width
| Page 137 off the South Easterly side of said street and Lying between and Extending from the Easterly boundary line of Pine Street if Extended to said Portion of Rail Road Street and the westerly boundary line of Park Street if Extended to said portion of Rail Road Street in saidn town and it appearing to the satisfaction of the common council that due written notice of the filing of said petition and of the fact that the same would be presented to said council for its concideration at the present meeting of the council, by they posting of, and setting up of, such written notice on the 29th day of May A.D.1895 More than 30 days prior to the date of the present meeting of the council, in three of the most public places in said town To wit at the post office at the railroad Station house and at the Town Building in said town as appears from the affadavit of E.G.Hagey filed with the Recorder on the 5th day of July A.D.1895 and it further appearing from the written communication filed with the recorder of all the persons owning the property incidentally adjoining the North Westerly side of said Rail Road Street between the Easterly boundary line of Pine Street and the Westerly boundary line of Park Street Except C.G.Reisner showing that
| Page 138 said persons do each and all consent to such vacation for Street purposes and Donate and Dedicate to Said Rail Road Company its successions and assigns for Side track and other Rail Road purposes of said nineteen feet in width off Rail Road Street, and as opostion being made by any person to the granting of said request and prayer of said petition[ers] Therefore Ordinance No 26 of the Town of Sherwood was Read before the Council for the first time and on motion the Same was Laid over to be called up on July 10th, 1895 for the Second Reading and Such Corrections as the Concil might at that time deem necessary. Members present were JCIler President of the Council Councilmen J.E.Morback, J.C.Smock, J.W.Spencer, H.H.Eyman and Recorder J.E.Young. Minutes of Last meeting read and corrected by Inserting the preamble of Ordinance #26. Committe Smock and Young Report no Different Conclusion arrived at with R.Kohler Manager of the S.P.R.R. Company. Ordinance #26 was read for the Second Reading and on motion the same was Laid over for the purpose of adding some provisions to it Binding the Oregon and California Rail Road Company to perform certain Work within the town of Sherwood. On Motion J.C.Iler and J.E.Young was appointed as a committee to Council S.B.Hustin Atty of Hillsboro and have him prepare the provisions to ordinance above [....ed] in accordance with the Instructions

There will be a special meeting of the Council this Evening July 29th 1895 at 8 Oclock P.M. for the purpose of concidering the matter of Loaning J.E.Young the [sum] of 25.00 Dollars for 30 Days and to trans act any other Business that May Legaly come before the Meeting. Minutes of last town meetings read and approved Next in order was a petetion from J.Owens requesting License as follows. Sherwood Ore. Sept. 6-1895 To the Honorable Town Council of Sherwood. Asking Your Honorable Body to grant me a Liquor License to sell Spirituous Malt, Vinus Liquors in less quantities than one (1)gallon, for the period of Three(3)months beginning the 15th Day of September 1895, ending the 15th Day of December 1895. [Signed] John Owens. On Motion the petetion was ordered granted and the vote taken as follows. J.E.Morback No J.C.Smock Yes H.H.Eyman " Majority of the Council present voting to grant license. On motion the Recorder was instructed to Issue John Owens a Licence provided that said John Owens filed his bond as required by law

That the sidewalk ordered put in by the property owners of the Friends Church failed to do the same. After the time required had expired Mr. Hagey proceeded to build the walk. On motion the report of E.G.Hagey Town Marshal was accepted and he was instructed to take proper steps to collect the bill for the same. E.G.Hagey presented Bill for ($3.00) Three Dollars as fees for serving notices and examening flues. On motion a warrant was drawn on the Treasury for the same. Bill presented by J.C.Smock for five dolloars and ninty five cents(5.95) on account of Ins. Policy and Mdse. On motion a warrant was drawn on the Treasury for the amount. By virtue of the Power vested in the Recorder by the Charter in case of the Absence of the president Mr.Smock was called to the chair to preside. Minutes of Last two meetings read and approved. Communication of R. Kohler in reply to the provisions made by the Common Council for the Extention of time for the Completion of the Work set fourth in Ordinance #26 was read before the Council and the Same was placed on file and made part of the Minutes of this meeting. The Marshal reports that he is about to construct a side walk on the North End of Lot 1 in Block five and asked for Lumber to construct a street Crossing from the North East Corner of Lot 1 inlock(5) to the North West Corner of Lot (5) in Block Six(6)

On Motion the Sum of $5.00 was donated out of the town's funds to the Friends Church [...] to be applied on the payment for Lumber and Laber in the construction of the Sidewalk Lately built along the property of said Church [....] and a Warrant was ordered drawn for said Amount of $5.00 in favor of A.Campbell. In the Matter of Mr. Eyman's propostion for a Watter Suply for the town. J.C.Smock Reports that he [....] with J.E.Young had taken measurments of the distance from the town to the proposed Location of a [rum?] on Mr. Eyman's place Also the Elevation of the town above the said Location of [Rum?] and had placed the figures before to Leading Firms in Portland who handle Pumps and [Rums?] and that he had learned that it would be impossible to force the watter from Mr. Eyman's down to the desired height in town with the [fall?] that could be got with a [Rum?]

Mr. John Lamont President of the Willamet Valley Telephone Company asked permission of the Common Council to let the Company's Telephone polls and string its wires along the streets highways and public Thoroughfares of the Town of Sherwood. On Motion the president declared a Ten Minute Recess. Council called to order. Ordinance #28 was Introduced said ordinance was for the purpose of granting a franchise to the Willamett Valley Telephone Company to set its [...] construct a telephone Line on or across any and all of the Streets Alleys and Public Thoroughfares of the Town of Sherwood and to perpetually maintain the same. Read for the first time and on motion the word "Exclusive" was stricken out of section three (3)

On Motion ordinance #28 was taken up and Read for the second reading before the Council there being no more corrections said ordinance No.28 was taken up for its third and Last Reading and placed to a final Vote. Yes: J.C.Smock, J.E.Morback, H.H.Eyman, J.W.Spencer. Ordinance #28 carriade and was signed by the president and ordered posted. Mr. John Lamont President of the Telephone Company made the following proposition That in consideration of the Town of Sherwood taking 13 shairs of the Telephone Co. Stock said Company would Run the Main Line through the town, open an office, and maintain the same. Mr. H.H.Eyman moved that the town take 13 shares of Willamette Valley Telephone Company Stock @ $10.00 per shair. Amount $130.00. The motion carried by the following vote Yes: J.C.Smock, J.E.Morback, H.H.Eyman, J.W.Spencer. On Motion a Warrant was ordered drawn for the Sum of $130.00 in favor of [.. Common Council of the Town of Sherwood met in called session persuant to a call issued by the president members present wer President of the Council J.C.Iler, Councilmen J.C.Smock, H.H.Eyman & J.W.Spencer. This meeting is called persuant to an adjournment of Nov. 20, 1895 and was for the purpose of transacting General Business. The Resignation of J.E.Morback as member of the Council was Red by the Recorder and on motion the same was accepted. Mr. S.O.Hogan's name was presented for council man to fill vacancy caused by the resignation of J.E.Morback and there being no objection to Mr. Hogan, he was Duly Elected by the Following Vote. Moved and Second that the President appoint a committee of two to confer with the Portland Press Brick Company in Regard to Extending the Boundary Lines of the town so as to Include a part of all of the company's Land within the corporate Limits Also to confer with all other parties who have petitioned to come in and if satisfactory arrangements can be made & the committee is impowered to employ a survey or to Run out such boundary lines. Committee appointed to confer with Portland Pressed Brick Co. Reports as follows: They had seen Mr. R. Alexander and he said he had not Laid the matter of the Brick Company's Land being Brought in to the Corporate Limits of the Town before the Brick Company but he thought there would be no trouble in the matter. A petition of a number of property owners asking the town council to Rebuild that part of side walk along R.R.Street on Block two (2) which was Destroyed by fire on June 1st 1895 was Red before the Council and the same was not allowed. Bill of Nelson, Clending & McMillen for Lumber was allowed and a warrant drawn in favor of E.G.Hagey for the amount $28.22. Bill of N C Plumer for nails and a warrant drawn for the amount-$3.25.

Motion Carried. [These two words underlined.] Petition of Citizens for A cross walk across 1st Street on the West Side of Main Street was Read before the Council and on motion the prayer or the petition was granted by a full vote of all members present. Moved and Second that the town furnish Lumber for the Alley Crossing on the West Side of Main Street in Block(4) Mr. Eyman agreeing to Lay the Crossing free of Charge. Motion Carried. Ordinance No 29 Regulating the conducting of Elections with the Town of Sherwood was Introduced and Red for the first Reading.
