" The first piece of fire equipment consisted of a large suction pump, operated by man power. It had a four-inch suction hose to the outlet. The pump was operated with what you might call working-bars, similar to the old-style pump hand car. Two men would man each rockingbar and when lifting water through a four-inch suction hose and forcing it through a small hose and forcing it through a small hose nozzel, it would require a relay of men about every five minutes. The object of the pump was in case of a fire to transport the pump to a well as close to the fire as practical, drop the suction hose in the well and the man power swung into action. "

Mr.J.C.Smock Made a Motion to Adjourn the meeting to Saturday Evening Jany. 4th at 7:30 Oclock P.M. owing to the unavoidable abcense of the president of the Council. Motion Carriade.

Common Council of the Town of Sherwood met persuant to an adjournment of January 3rd. Members all preant at Roll Call. Minutes of Last four meetings Read and approved.

Communication of Bur. L. West containing an aplecation to Borrow the Sum of $20.00 for a period of 90 Days was Read before the Council. The Security not being named the application was on motion Laid over to next meeting of the Council.

Moved and Second that from and after this date Witnesses Subpoenaed to attend Trials in the Recorders Court be allowed $1.50 per day and 10c per mile for Each mile successfully traveled, also that the Witnesses in the Case of the Town of Sherwood vs Robers Bros be Included in this order. Motion Carried.

Moved and Second that the Bill of Costs in the Case of the Town of Sherwood vs Mack & John Roberts be allowed and that Warrants be Drawn on the Town Treasury for the amounts due the Several persons mentioned there in Total amount of costs $24.10.

On Motion the Bill of Costs in the cases of the Town vs. Walter Hess and the Town vs. A.Belard was Allowed and Warrants ordered Drawn for the same. Amount of Bill $5.75.

J.E.Young's Bill for Salary [supplies] and Etc. up to Date was Allowed and a Warrant ordered drawn for the amount.

On Motion the Recorder was instructed to Draw A Contract between the Town of Sherwood and Mary E.Smock in which the Town of Sherwood was to pay to Mary E. Smock the sum of Two Hundred Dollars provided the Oregon and California R.R. Company should perform certain work on or be fore a certain date said date to be fixed by the Council at its meeting on Wednesday Evening Jany 8th,1896, said work to be performed by the R.R.Company as set fourth in Ordinance #26 except as to dates of the completion of said work.

Common Council of the town of Sherwood met persuant to an adjournment of Jany 4th ,1896 and was called to order by J.E.Young Town Recorder president of the Council, J.E.Iler being absent. Members present at Roll Call wer Samuel Hogan, J.C.Smock, J.W.Spenser and H.H.Eyman, members of the common council and J.E.Young, Recorder.

Mr. J.C.Smock, the committe of one who was to See Mr. R. Koehler in regard to the depot Matter, Reported that when he called to See Mr. Koehler on the 7th inst. that Gentleman was abcent from his office, But Mr. Smock presented a letter of Telegram from Mr.Koehler

bearing date Jany 8th,1896 in which he, Mr. Koehler, asked further extintion of time for the completion of the work set fourth by the provissions of Ordinance #26 of the town of Sherwood and it was moved and Seconded that the time for Completing the Depot Building and the Extention and Completion of the Switch as set fourth in Ordinance #26 be and the same is hereby Extended from March 1st, 1896 to July 1st, 1896. Teh [sic.] vote on the Above motion stood as follows: Samuel Hogan, J.C.Smock, J.W.Spencer, H.H.Eyman, Yes. Motion Carried and Extintion of time granted.

The agreement ordered Drawn up by the common council at its Last meeting Between the Town of Sherwood and Mary E. Smock was Read before the Council. Also as Indeminty Bond for the Sum of $400.00 to be given to said Mary E. Smock for the faithfull performance of the conditions of the Agreement on the part of the

Town of Sherwood was Read before the Council and on Motion the conditions of said agreement and Bond was accepted and ratified by the Common Council. The vote on this Motion Stood as follows: Seml. Hogan Yes, J.C.Smock Yes, J.W.Spencer Yes, H.H.Eyman Yes.

In the Matter of the Application of Burt. L. West for a Loan of $20.00 for a period of ninety days The Request was not granted for the Reason that the Available Cash Balance in the Treasury has Run below the Limit fixed for the Same viz. namely that no Money shall be Loaned so as to reduce the Cash Surplus to A less amount than $50.00

Bill of R.Vincent for 964 feet of Rough Lumber was Read before the Council Amount of Bill $5.78 on Motion the Bill was Laid over untill the next meeting of the Council the Lumber not being of a quality required.

On Motion Council Adjourned to meet Jany 13, 1896 that being the date fixed by Charter for the Regular Yearly meeting.

Common Council of the Town of Sherwood met in regular Yearly Session. Members all present at Roll Call Minutes of Last three meetings read and approved.

The Bill of J.C.Iler amounting to $3.00 for Two Days on Committee Work was presented and on Motion the Same was Allowed and a Warrant ordered drawn for the Same.

Warrants wer Also ordered Drawn to pay Judges Clerks and Marshal for their Services at the Election held Jany.6th,1896.

The Bill of R.Vincent for the Sum of $5.78 for Lumber was taken up and concidered (this was the Bill Laid over on the 8th inst.) and after an examination of the Lumber by the Council the Bill was allowed and a warrant ordered drawn for the Same.

Mr. J.C.Smock Moved to Extend a Vote of Thanks to J.C.Iler the retiring president of Council the Motion Carried unanimously. Mr.Iler adressed the Council and Citizens assembled [Next phrase crossed out:] with a... by a few well chosen Remarks.

Mr.J.C.Smock President Elect was then duely sworn in to office by the Recorder and took up the Reins of government where Mr.Iler had but a moment before relinquish[ed] them.

The Bonds of Recorder J.E.Young with J.C.Iler and John Owens as surities,

The Bond of Treasurer J.E.Morback with H.C.Plumer & Mary E. Smock as surity,

and the Bond of Marshal G.W.Duke with H.C.Plumer & J.E.Morback as surity, wer all Read before the Council and on Motion Each Bond Was Accepted by the Council and Treasurer J.E.Morback and G.W.Duke Marshal Wer duly sworn in to ther Respective offices.

The Recorder being his own successer all that was required was the filing of the New Bond.

Short addresses wer then made by Council Man Alexander, Reisner and Eyman. Mr.O.Johnson on Invitation by the president of the council made a few remarks in which he Eulogized Retiring Council for the Action in the Rail

Road Matter and also in the action taken by that body to Insure the Telephone line for Sherwood.

The new Council then Settled down to business.

The Marshal was Instructed to put in the Street Crossing on the West side of Main Street across 1st Street from the North East corner of Block (3) to the South East corner of Block (4).

On Motion the Marshal was Instructed to get Lumber for two street crossing said Lumber to be 3 in thick over crossing to be put in across Washington Street on the north Side of Main from the South East Corner of Block 5 to the South West corner of Block (6) The other to be put in across Rail Road Street from the South West corner of Block (2) The Marshal was Instructed to put in the crossings above numbered as soon as possible.

The Marshal was also instructed to notify the owners of Lots 6 and 8 in block (2) to put in a side walk in front of said Lots on R.R.Street within 15 days from the date of motion.

On Motion the Recorder was Instructed to figure out a Bill of Lumber and make Estimates of the cost of an out house and present the same before the council for its consideration at its next meeting.

Ordinance #30 the provissions of which makes it a misdemeanor for any one not having special business there on to board a train within the corporate Limits of the town of Sherwood was Read before the Council for the first reading and on motion the ordinance was Laid over for the Second Reading at the next meeting of the Council.

On Motion Council Adjourned to meet on Monday Eve Jany. 20th at 7:00 P.M.

Common Council of the town of Sherwood met persuant to an adjournment of Jany 13. Members all present at Roll Call.

Ordinance #30 which was Introduced at the Last meeting was taken up and Read for the Second time and on motion to Lay over for the third Reading at the next meeting the vote Stood as follows. Hogan No, Reisner Yes, Eyman Yes, Alexander No. There being a tie in the Council the president of the Council Decided the motion Lose by Voting No. The provissions of the ordinance was then further discussed and the Recorder was Instructed to remodel the Same by the next meeting of the Council and on motion ordinance No. 30 was Laid over for corrections and third reading at the next regular meeting.

The Marshal Reported that he had given Written notice to the parties woning Lots six and Eight in Block (2) on R.R.Street to put in

ther part of the Sidewalk on said Street within 15 days from the of such notice said notice being Dated Jany. 14th, 1896.

Recorder Reported that he had not made out a Bill for material for out house.

On motion the Recorder's action was upheld by a unanimous Vote of the Council in the matter of Ordering the Saloon of John Owens closed on the 20 day of January upon the Information made by Mrs. Anna Reisner that She believed if said Saloon was not closed that her life was in danger. Also the Action of the Recorder in Dismissing the Above Case when the complaint was withdrawn.

On Motion the Council adjourned until the next regular meeting Feby. 7, 1896 subject to the call of the President at any time.

On Motion it was desided to build a wood Shed on the Back End of the town Building siz 10X 18 feet said shed to be sided up on South End and West side with [surfaced?] Boxing, the cracks to be Battened with 1X4 in Dressed Battens, the North End to be left open so as to Admit Light to the Cell Windows in the Jail.

Mr.H.H.Eyman Tendered his resignation as a Member of the Council On Motion the Same was Laid over for concideration at the next ["regular" crossed out] meeting.

On Motion Ordinance #17 was Repealed by order of the Council.

On Motion ordinance # 8 was Amended so as to read as follows: The recorder shall be Allowed 6 1/4 cents per folio of 100 words on all

Members all present Except Marshal G.W.Duke. there was a proposition to amend ordinance No.7 so as to permit the Issuing of Licens to Sell Spirituous Liquors to persons not Residing within the Corporate Limits but no action was taken on the matter.

Bill of J.C.Smock for oil Envelopes & Lamp globe amt $1.10 was alowed and a Warrant Drawn to pay the Same. On Motion the Recorder was Instructed to purchase the Lumber for wood shed where Ever he liked. on Motion the Recorder was Instructted to get Lumber and make 3 Aditional fire Laders. On Motion the Recorder was alowed to get 150 feet of 1 in Rope for fire Department and to have two fire Hooks made of sufficient strength

Be it Remembered that at this Date there came before the Council the Bondsmen of John Owens, J.P.Mohrman by a written notice, and Herman Schmidt in person, and withdrew from John Owens Bonds, Herman Schmidt making the Statement both verbally and In Writing that he would not Stand Responsible Longer than two Oclock of this day on said Bonds.

Common Council of the town of Sherwood met in called session, members all present at Roll Call. Reading of minutes of Last meeting was Dispenced with.

The president stated that it was in order to Elect an new Councilman to fill the Vacancy caused by the Resignation of C.G.Reisner. Mr.H.D.Leo was placed in nomination there being no other nominations the nominations were closed the ballots wer then cast, Mr.Leo Receiving All the Votes cast was duely Declared Elected to fill the Vacancy caused by the Resignation of C.G.Reisner. Mr. Leo being present was duly sworn in to Office.

A Bill was presented by the Builders & construction company for the Sum of $18.00 for 450 6 inch Tile on Motion the Bill was allowed and a Warrant drawn on the treasury for the Same.

Bill of G.W.Duke for nailes furnished and Labor performed in putting

down Two Street Crossings amount of Bill $6.95 was ordered paid.

A new bond was filed by John Owens signed by Henry Bevert and Samuel Westfall as surities on Motion the Bond Above Mentioned was Accepted by the following Vote. Yes: Hogan, Eyman, Elexander [sic.], and H.D.Leo.

An Order was Also made allowing John Owens to open up his saloon and run out the unexpired time of his Licens which will Expire March 15th,1896.

A Resolution was Introduced requiring All Bondsmen to be sworn as to ther property qualifications to sign Bonds was Laid over for consideration at the next meeting.

Sherwood Oregon March 6th,1896.

Common Council of the Town of Sherwood met in Regular monthly session Roll Call showed all members present. Minutes of Last Regular and four (4) Intervening meetings read and approved.

Resignation of G.W.Duke as Town Marshal was Read and on Motion the same was Accepted to take Effect on March 10th,1896.

President Smock stated that as the town would be without a Marshal after March 10th that it would be in order to Elect A Successor to Mr. Duke to fill said office and that nominations wer in order. Mr. E.G.Hagey and Mr. Miles Hay[sus] wer placed in nomination there being no further nominations the nominations wer closed and the Council proceded to Ballot for the Candidates Mr.E.G.Hagey Received three(3) Votes and Mr.Heeynes two(2) Votes Mr.Hagey Having A Majority of All votes Cast was duely declared Elected Town Marshal to fill the Vacancy.

Bill of M.D.Montgomery Depty Marshal for [fees?] to date amount $2.10 was Allowed and a Warrant ordered drawn for the Same. Bill of J.E.Young Town Recorder for fees to date Amount of Bill $2.25 was Allowed and a Warrant drawn for the Same.

Council then took a Recess of five minutes Council called to order by Pres. Smock On Motion J.C.Smock was appointed a committe of One to confer with S.P.R.R.Co. officials in Regard to ["street Crossing" crossed out] Sidewalk on the West Side of Main Street on R.R. Right of way.

On Motion the Recorder was Instructed to notify All parties owing money to the town on notes that are now due that the same must be paid within ten days from the date of such notice.

A petition was presented to the council by John Woida Asking for a Liquor Licens to sell spirituous Malt and Vineous Liquors in less quantities than one gallon for a period of 3 Months Ending June 7th, 1896 to gether with the Petition was presented A Receipt showing that the Sum of $100.00 had been Deposited With the Treasurer for said Licens A Bond was also presented

In Accordance with the provisions of Ordinance No.7, With Samuel Westfall and W.C.Heater as surities. the Bond was signed by Mr. Westfall but had not been signed by Mr. Heater.

On Motion the Recorder was Instructed to Issue a Licnes to John Woida in accordance with his petition of this date When the proper Bond (or the bond that was here Read) was filed with the Recorder properly signed and verified to by Samuel Westfall and W.C.Heater as Surities. The vote on the above motion stood as follows: Hogan Yes, Alexander Yes, Eyman Yes, Leo Yes.

Comon Council of the town of Sherwood met in regular session Members all present at Roll Call Minutes of the Meetings of March 6th & March 27th Read and Approved.

Mr.J.C.Smock the committe of one appointed at the Last meeting to confer with Mr.R.Koehler in regard to a side walk on the West side of Main Street across the R.R. Right of Way reported that he has not been able to see Mr. Koehler in regard to the matter.

The Recorder Reports that he had notified the parties owing notes that wer due that they must be paid that there had been $60.00 paid on the U.B.Church note That Mr.O.Johnson had made no arangements about paying his note.

In regard to the matter of throwing off the Intrest on the U.B.Church note it was desided not to do so and on Motion Instructions was given to collect the full amnt of said note and Intrest

In Regards to the matter of the note of O.Johnsen with H.[O?] Hays as surity an order was made

The Recorder was Instructed to notify Johnson & Hays that if ther note for $70.00 Dollars with Intrust from August 10th, 1895 was not paid witthin 10 days that suit would be commenced to collect the Same and the President was Instructed to Commence suit on the note if not paid within the time given by such notice.

On Motion it was desided to build the Wood Shed that had been ordered built At the Back End of the Jail Separate from the Jail Building and not Closer than 18 feet of the Jail Building. With the End of Said wood Shed facing on the Alley and the Recorder was Instructed to order Enough Lumber to finish said Shed in accordance with the new plans.

Bill of J.C.Smock for Nails & Shingles amounting to $3.20 was ordered paid.

Bill of E.G.Hagey for making arrest of Willie Atterberry & George Croissant amounting to $2.00 ordered paid.

Quarterly report of J.E.Morback Town Treasurer was read before the Council Showing Money on hand at begining of quarter 46.55.

On Motion Mr. Eyman was appointed a committe of one to wait upon Mr.W.E.Knight and ask to donate a days work on the Street in front of his House.

Marshal Hagey Reported that there would be conciderable of the $10.00 appropriated for the Improvement of Streets Around Block Eight Left after that Improvement was finished. On Motion the Marshal was ordered to Expend the Balance of the Money in Street Improvements where the work was most neaded, the marshal to be the Judgee [sic.] as to where the work was most neaded.

On Motion of Mr.Leo It was desided that Any one having A contract for putting down Street Crossings must Clean Up and Burn All the Old refuse Lumber and chips and remove the new Lumber left over if any to the towns Lots, and they shall also deliver all the Spikes Left over if any at the Jail Building before the Job will be Accepted and paid for.

J.C.Smock Reports that he had not been able to See Mr. Kohler in regard to the sidewalk on the West side of Main Street Across R.R. Right of Way.

Petition of J.E.Morback and 15 others asking the Council to Strike out that part of Ordinance #6 regarding shows and theatrical troops to pay a Licens within the town of Sherwood Was Read before the Council and on Motion it was desided to Strike Out or Repeal Ordinance No. 6 the Motion was carriade by a full vote of the Council and the Same Motion carriade an order for the drafting of a new ordinance to take the place of the one Repealed.

On Motion the Recorder was ordered to notify W.E.Knight in Writing that the Job on the Town Well has been Rejected by the Council on Account of the Wall not being put in in a Workman Like manner and that if the Same was not taken out and put in in proper shape that the council would employ someone to do the Job and the costs for said work would be diducted from the contract price.

Mr.W.E.Knight came in and made a proposition that if the Council would arange matters so that he could get his money for Digging and Walling town well on the following Evening that he would during the next day take the wall out and Remedy the defects. On Motion it was desided that the town Bear the Expences of Making out the papers for the donation of A certain parcel of Land between R.R.Street and the R.R.Camps Right of Way in [front?] of Block (3) Mr. Smock Agreeing to Dedicate this parsel of Land to the public for Street Purposes.

On Motion the Recorder was Instructed to prepair the necessary papers for this and also to prepair a contract securing the Right of Way for A sewer through the Land owned by Mr. and Mrs. Eyman between the town sight [townsite] and Cedar Creek.

Sherwood Oregon Oct.30th,1896.

Persuant to a call issued by order of the President of the Council for a meeting of the council to be held at the hour of 4 Oclock P.M. for the Transaction of General Business, the Council met in Town Hall, All being present except J.C.Iler. The Council men presant constituted themselves in to a committee to Examin the new Pump and to deside as to its Efficentsy as a fire fighting Apperatus.

After the test of the Pump was mad the Council was called to order with J.C.Smock Prest in the chair Roll Call showed all Members present exept J.C.Iler.

On Motion Mr J.C.Smock was authorized to write to the Portland Brass Works and ask if they wer willing to [haul] the Pump her to be put to a test in competition with Some other pump not to be any more Expensive than this one and are they willing to Abide by the results of Such Contest as to whether the town Keepe this pump or Return it to them and Receive back the purchase price.

Comon Council of the town of Sherwood met in regular Monthly Meeting and was called to order by the president J.C.Smock. Roll Call showed All Members present. Minutes of Last Regular and five Special Meetins Read and Approved.

Mr. J.C.Smock Committee of One to corespond with the Brass works in regard to the pump bought of them Reports that he had written to the Company but had not Received any Answer to his Communication.

Recorder presented the Deed of Donation to A parcel of Land Between R.R.Street and the Railway Company's Right of Way in front of Block thre(3) this Deed conveys a parcel of Land Donated by J.C.Smock and Wife to the Public for Street Purposes. The matter was Laid over on account of the Acknowledgement being taken by the Town Recorder. A Contract drawn out Ready for Signature between the Town of Sherwood and Eliza Eyman and H.H.Eyman in which Eliza Eyman and H.H.Eyman for a valuable consideration Grant to the Town of Sherwood a perpetual Right to Maintain a Sewer Across

On Motion J.C.Smock and J.E.Young we Appointed a committee to visit pump Dealers in Portland and finde out What Arangements could be made in Regard to getting one or two different Kinds of pumps out on trial Also to Visit Brass Works and finde Out what could be done in the Matter of Returning the Pump now on hand. The Town to bear the necessery Expenses of this Committe.

On Motion of Eyman the Recorder was Instructed to Index the ordinance Book and present Bill for the work.

On Motion of Mr. [Iler?] Ordinance #27 Relating to Nuicences which was read on Motion was tabled to be taken up in the future; Was taken up and ReRead so that all Members might become acquainted with its provissions there was Motion of Eyman second by Hogan to Adopt Ordinance #27 this ordinance was discussed at Length and passed by the following Vote. Yes: Hogan, Leo, Eyman, Iler.

The ordinance was approved by the president and will become a Law in Eight days from the date of his Signature Nov. 6th, 1896.

On Motion the Recorder was Instructed to draft an Ordinance against Horses being at large and have it Ready by the next meeting.

Sherwood Oregon Nov. 11th, 1896.

Persuant to A Call for a Special Meeting of the Council Issued by the President J.C.Smock the council met in Town Hall. Members all present at Roll Call except Samuel Hogan.

The president Stated the Object of the Meeting to be for the testing and accepting or rejecting of the #200 [Trayhan?] pump sent out by John Pool for trial.

After Makeing a trial test of the said 200 [Trayhan?] pump the following order was made Rejecting said Pump for the following Reasons. 1st. Said was in a Verry bad Condition by reason of its being Rusted and corroaded so badly that the valves did not work good. 2nd. After Said pump was overhauled by the Expert sent to operate it it did not do as good work as the pump furnished by the Oregon Brass Works and not fulfilling the guarantee that it would do better work than the Brass Works pump. Therefore said pump was rejected by aunanimous Vote of the Council and ordered Returned to John Pool as per Agreement if said [pump as Rescstre?]

On Motion the Oregon Brass Works pump was Accepted and the company was to be notified to that Effect.

The Comon Council of the Town of Sherwood met in regular Monthly Session and was called to order by J.C.Smock Prest. Roll Call showed all members present Except J.C.Iler.

Minutes of Last two meetings read and Approved.

A petition from John Woida for a Retail Liquor licens was presented for consideration said petition asked that the council grant a Retail Liquor Lisenc to the applicant John Woida to Sell spirituous Malt and Vinious Liquors within the corporate Limits of the town of Sherwood for a period of three months begining Dec. 9th, 1896 and Ending March 9th, 1897 with the petition was filed the Town Treasurer Receipt for One hundred Dollars Also A bond properly Executed with F. Langer and S. Westfall as surities.

On Motion of Mr. Leo second by Eyman the Licens wer granted the Bonds accepted and the Recorder authorized to Issue to Said John Woida A Licens to cover the period from Dec.9th,1896 to Mar.9th,1897.

On Motion the Recorder was Instructed to Release of the J.E.McConnell Mortgage placed of Record Also to have the Dedication Deede of J.C.Smock & Mary E.Smock to the parcle of land fronting on Block (3) Recorded.

Ordinance #32 prohibiting horses or mules from runing at Large was Introduced and Read before the Council for the first reading and on Motion of Leo was Laid over for second Reading at the next regular meeting.

There being some misunder standing in regard to the provissions of this ordinance #33 there was a Motion and Second to Reconcider and the Vote on this Motion stood as follows. Hogan Yes, Leo Yes, Eyman Yes.

Ordinance #33 was then carefully read and concidered and on Motion was adopted by the following vote. Hogan Yes, Leo Yes, Eyman Yes.

The ordinance was signed by the president of the Council J.C.Smock and by its provissions became Law Imediatly after its approval.
