"At this time, Mr. Colfelt steped forward and handed the president a telegram from the Sheriff of Washington County..." showing Councilman Saylor as not being on tax rolls. "Mr. Saylor not being very much inclined..." to take the matter seriously. Council comes to tie vote (Saylor Nay) and Smock votes to grant the license.

The hand dug well shall have "...6 feet or more of water..." and "...to be walled from bottom to top with good brick... furnished by Mr. Morback. the work to be done for the consideration of $125 and for each foot or portion thereof over and above the required six feet to receive ten dollars per foot for each foot of water obtained."
