Book II Page 129 Sherwood Ore. Jan.6th,1906. The Common council met in regular session was called to order by Pres. J.C.Smock roll call showed all present except Councilman Strong and Treasurer McConnell. Minutes of the last two meettings were read and approved. The Treasurers Report was read and it showed $185.93 in the Treasury Dec.31st1905. and on motion was approved. The Recorders Report was read and showed one case, that of Frank Colfelt, who was tried and acquited of a charge of assault and battrey, the costs were taxed to the Town The Costs amounted to $12.75. Money received from Ferd.Langer for water during quarter $2. and on motion the report was accepted. The following bills were taken up and allowed and warrants ordered. [ Excerpt :]

| Page 130 Excerpts January 8,1906: "Next in order was the reading of bonds of newly elected Recorder, Treasurer and Marshal as follows: Recorder J.E.Morbacks bond for $500. dollars bearing the names of Mary E.Smock and D.H.Rickard as sureties was read and upon motion accepted. L.S.McConnells bond for $1500. dollars as treasurer witn A.W.Voss and W.C.Heater as surities was read and accepted as read. Next was the bond of L.B.Brown marshal with Fran[k] Colfelt and L.S.McConnell as sureties for $500. dollars read and accepted as read. "The recorder,Treasurer and marshal being present took their oath of office before recorder Haynes, and assumed their respective stattion. "At this juncture of the proceeding, speach making by the newly installed officers were in order, which was quite generally indulged in by all. Some of the remarks indulged in by the officers brought out the advisability, and more particularly the necessity of a revision of the town ordinances now in effect."
| Page 131 February 2, 1906 J.H.Morback replaced by C.T.Hall. Jasper Weston and Frank Colfelt each get a liquor license after Council deadlock (Leo and Johnson voting Yes). Hall breaks tie vote with a Yes vote. "Upon motion of councilman C.T.Hall, the recorder was instructed to take charge of the matter of revising, and fiking [sic.] up all town ordinancs that to his opinion would not stand a test of litigation, as well as to repeal all ordinances that were of no value to the town...."
| Page 132 Feb. 9, 1906 Ord #52 "pertaining to licensing and regulating of saloons and drinking shops" passes. Ord #53 "perttaining to the working of town prisoners upon the streets" passes. "Upon motion the recorder was instructed to purchas two suitable books to be used in the recorders office for docket and ordinance books. "Also the recorder was instructed upon motion to take an inventory of all the town equipment, and have same recorded in suitable book for to be kept for reference. "Through a statement made by Councilman Johnson, the Street Commissioner was instructed to investigate the sewer that intersects Mr.Colfelts butcher-shop as same had the appearance of being chocked up."
| Page 133 Feb. 16th,1906 Extending sewer "for a natural outlet" across land owned by C.T.Hall discussed. Marshal finds "that about 90 feet of the present sewer located in the H.H.Eyman tract" has been disconnected. Council orders tile to repair "gap."
| Page 134 March 2,1906. Labor for sewer work across H.H.Eyman's land paid. "Upon motion the marshal was instructed to take up the matter of locating the handcuffs, nippers and billy belonging to the town which is now missing."
| Page 135 April 6,1906. Marshal Brown replaced by no one. Ord #54 "prohibiting swine from running at large..." passed. Ord #55 "pertaining to, and defining the duties of town Marshal" passed. Ord #56 "pertaining to the manner of holding annual town elections and qualifications of all officers" passed. "Upon the recommendation of Councilman Leo it was moved that the president appoint a committee to inspect the frame-work of the water-tower, it being considered under ordinary circumstances that there might be a possibility of the timbers being defected with decay at the joints."
| Page 136 May 4,1906. Frank Colfelt and Jasper Weston each apply for liquor permits. "Upon consideration by the council as to the advisability of granting Mr.Colfelt and Weston another license owing to the loose manner in which they have been conducting their places of business." Johnson, Leo and Smock all vote denial of both requests, meaning that Colfelt and Weston "...would be expected to close their saloons at experation of license held by them now." J.E.Morback and "helper" hired to repair water tower "...in a first class manner... the wages per day to be $2.25 each for himself and helper." "Upon motion the recorder was also instructed to communicate with the County Court in the matter of procedure, as to Sherwood maintaining and working road tax collectible within the corporate limits."
| Page 137 June 1, 1906 Applications of Colfelt and Weston read and "...layed on the table until Saturday evening June 2nd,1906...." Bills and accounts, including $10.30 to Conzelman Bros., and $35.60 to J.E.Morback for water tower repair.
| Page 138 June 2, 1906. C.T.Hall replaced by L.W.Roellich. Colfelt and Weston each receive a license, without commentary, by unanimous vote.

| Page 140 July 7, 1906 Quarterly reports read. "Treasuers report showing cash balance on hand at begining of quarter of $506.05, same audited by council accepted and ordered filed. Recorders report showing one arrest during the quarter, same being on account of drunk and disorderly and released upon the promise of good behavior."

| Page 142 August 31,1906 J.C.Smock replaced by Gustave Hanke. Frank Colfelt and Jasper Weston each receive new license, unanimous Yes except for Johnson voting Nay against Colfelt.
| Page 143 Sept. 13,1906 "The meeting being called for the purpose of appointing a special Poliece-man, minutes was dispensed with and council proceeded to business. Nominations being in order, Mr. Frank Colfelt being placed in nomination and no further nominations, he was voted for by the council and receiving unanimous vote, was declared duly elected to serve as special Poliece at the pleasure of the Common Council. Mr. Colfelt fortwith took oath of office and entered upon his duties."
| Page 144 Nov. 2,1906 Quarterly reports: $742.80 cash balanc on hand. Long list of streets to be improved with brick batts and grading. "Rail-road street from the intersection of Main St. to opposite of Frank Colfelts Hotel, to have a single track of battts through the center."
| Page 145 Dec. 10, 1906 Labor for street repair: O.Johnston, Theodore Mohrman, Carl Mohrman, C.O.Larsen, James Hays, F.Murdock, W.Moore, W.A.Pulley, C.T.Hall. Total labor cost: $86.35. A "misunderstanding in regard to the brick-batts being furnished by Mr. Colfelt for the streets" clarified.
