Page 203 Jan. 15, 1912.

"...upon motion it was ordered to ratify all actions taken, and indebtedness incurred by the council pertaining to the construction of this sewer [No. 2] at such time as not in regular convened session. Sewer No. 2 being more fully defined as follows: Commencing at Septic Tank on Park Street opposite Block 3, thence running along Park St. until intersection of alley in Block 4, thence along said alley until intersection of Washington St., at which place it terminates."

Election results: Pres. J.C.Smock, A.W.Hall, L.W.Roellich, Frank Colfelt, and sam Westfall as Councilmen. J.E.Morback Recorder, F.J.Epler Treasurer and Frank Lukes Marshal (absent).

Page 204 March 1, 1912.

Fred Colfelt and Frank Colfelt each presented an application for liquor permit. No no votes.

"The recorder was instructed to notify the Mt.Hood Brewing Co. to proceede at once to fireproofing the small wooden leanto at rear of their brick building, same not complying with requirements of ordinance pertaining to fire district.

"W.J.Dodson representing the Commercial Club of Sherwood was present and presented the matter of legal phases leading up to incorporation of the Town, stating from investigations had at Hillsboro there was nothing to show on record that the Town of Sherwood was every [sic.] incorporated. Upon motion the recorder was instructed to consult an attorney and get legal advise pertaining to the matter.

"E.G.Hagey, also representing the Commercial Club of Sherwood, was present and brought up the matter of a cleaner Town. Stating that the Commercial Club was willing and ready to copperate with the town to this end. And if the city would call a special day set forth for this purpose the Club would heartly join in with them in cleaning and beautifying the Town. Upon motion the council accepted the Clubs offer and instructed the President of the council in due season to issue a public proclimatin calling and setting forth the objects of said day.

"The city also agreed to pay for team hire in hauling off the rubbish on said day, and to consult the road supervisor as to dumping the rubbish in the draw close to the south boundary of town, where the county road crosses the bridge.

"G. Hanke, holdover councilman at this time presented his resignation as councilman, and upon motion by the council W.J.Edwards was elected by ballot to fill such vacancy."

Vacancy in marshals office. Colfelt absent.

E.L.Brown, with P.T.Meeks and Hugh Iler as surities, wants liq. permit. However, "his surities were not sufficient. Either of the bondsmen not holding the proper qualifications as legal bondsmen set forth under the ordinance." Application denied.

"Upon some discussion by the council as to the advisability of raising the liquor license fee from five hundred dollars, as it now stands, to eight hundred dollars, the recorder upon motion was instructed to draw up such an ordinance between this and Friday evening May 10th, at which time it would be taken up for further consideration."

F.J.Epler appointed overseer of cleanup day, advised to get "oiling outfit from Portland...."

"W.J.Dodson being present as a representative from the Sherwood Commercial Club, made a request that the council cooperate with the Club and with that view in end in effecting the enlargment of the corporate limits by adding new territory." Hall and Roellich agree to "work in conjunction with a similar committee of the Club to view the proposed lines and etc."

Old saloon ordinance redrafted so license fee goes from $125 per quarter to $200.00 per quarter. Fred Colfelt, Hall, Edwards, Roellich all vote Yes.

"Mr. F.J.Epler who was instructed at a previous meeting to look into the matter of getting a street oiling Co. to oil the streets was present, and stated that so far he had not been successful in getting to interview the parties in mind, but that he intended to make some definite disposition of the matter fore-part of the week.

"Under the head of new business, a petition was presented bearing the names of 13 business and professional men of the town, praying that a certain application for a liquor license by one Mell Templeman on file before the Town Council be denyed, and that the granting of the third liquor license would be unwise and against the best interests of the inhabitants of the town. Also said petition embodied an urgent request that an ordinance be passed limiting the number of saloons within the corporate limits to two, to each 1000 ihnabitants or fractional part thereof.

"Next in order ws the reading of applications and bonds of Fred Colfelt, Frank Colfelt and Mell Templeman asking for a liquor license...." Roellich, Edwards, Hall, Colfelt all vote No to Templeman."

The recorder was instructed to prepare a new ordinance limiting the number of saloons in the town.

"This meeting was devoted exclusively to the objections entered by the Mount Hood Brewing Co. as to the non- granting of liquor license to Mell Templemen on June 7th. The Brewing Co. being represented by an atttorney, who endeavored to show the council the injustice of denying their applicant Mr. Templeman a license. Upon the matter being quite thoroughly considered by all concerned, and a statement by Mr.E.O.Shepard [Editor of the Sherwood News Sheet] as to and in behalf of the petitioners of the citizens of the town requesting the non-granting of Mr.Templeman's license, the council advised the Brewing Co. the action taken on June 7th, in not granting the license were final."

The "saloons and drinking shops" limitation ordinance passes unanimously. "The president forthwith expressed his approval of the ordinance and state same would be signed and docketed in due order."

Page 211 July 26, 1912.

A concrete 10 X 10 X 30 septic tank authorized "at the intersection of Third and Washington Streets. From the tank an eight inch outlet pipe was to be layed along the county road to Cedar Creek. In the town an eight inch sewer was to be layed on the north side of Washington St. to the intersection of alley between blocks six and nine, thence along the alley crossing Pine St. Two six inch latterals were to be layed in block eight and nine respectively."

Fred and Frank C. get their license renewed.

"The septic tank and sewer ordered installed was reviewed as to proceedure and etc., and upon motion it was decided to lay an eight inch storm drain in connection with the sewer pipe. The storm sewer to be layed in same ditch along-side of the sewer, with eight inch intake pipes at each street and alley where ditch intersected." [This paragraph has two X marks sketched on either side.]

"...the matter of enlarging the town limits came up in an official way, when F.J.Epler presented the comon council a petition signed by twenty three qualified electors of the Town of Sherwood petitioning the council to take steps to alter and nlarge the present boundary of the city. The petition was signed by the following electors of the town of Sherwood; L.S.McConnell; E.W.Johnson; S.F.Westfall; Fred J.Epler; L.W.Roellich; A.W.Hall; W.J.Edwards; W.H.Becker; J.E.Morback; C.I.Whitlock; Giffin["d" or "o"]-Foundburg; J.W.Eldredge; J.Cowman; M.E.Buck; R.P.White; S.White; S.W.Miller; A.W.Hill; H.D.Leo; G.Hanke; D.H.Rickard; F.Colfelt; J.J.Roellich." [This text is from a half sheet of paper glued to the two page resolution, which is itself glued to Page 213 of the book.]

Page one of The Resolution: "Whereas. the said petition has been signed by more than one fifth of the qualified electors of said corporation in accordance with section 3209 of Lords Oregon Laws..."

October 26, 1912 to be the "day of spcial election to submit the question of annexation to the electors..." of Sherwood and of the territory described in the petition. Election notice "be given by publication for four weeks prior to October 26th, 1912, in the 'Sherwood News-Sheet' a newspaper of general circulation in" the territories involved.

Page two of the Resolution: "...polls will be open for said special election " at J.W.Dodsons residence. J.Cowman, C.Whitlock, and J.W.Eldridge as judges. Geo.Saylor, E.Johnson, and M.E.Buck as clerks. Board of special election: F.Lukes, G.E.Warner, and John Reiser [sic.]. W.J.Dodson, W.P.Fisk and Will Smith: Clerks of election board.

Resolution was adopted unanimously, meeting adjourned.

Page 214 Oct. 28,1912.

Meeting called to canvass lection returns. Property description: "...real property: Commencing at a point on the quarter section line 660 feet east of the center of Section 32 in Township Two (2) South Range One (1) West of the Willamette Meridian in Washington County, Oregon, thence South 89 degs. 52 mins. East 660 feet to Kleger's corner; thence North 31 mins. East 728 feet to a stone; thence North 46 degs. 11 mins. East 344.8 feet; thence North 50 degs. 58 mins. East 477.7 feet to a stone; thence North 28 mins. East 1064.3 ft. to a county road; thence South 89 degs. 40 mins. West 1129.1 feet to S. P. Right of way; thence North 20 feet to section line; thence South 89 degs. 40 mins. West 3370 ft. to Northwest corner of said Section 32; thence South 3953 feet to county road; thence East 1353 feet to Bushong's corner; thence South 38 degs. West 546 feet; thence East 2492 feet to Southeast corner of the Kelly Place; thence North 2620 feet to the place of beginning, excepting therefrom the present town of Sherwood...."

Notice was published "...for four consecutive weeks in the `Sherwood News-Sheet'..." and also "by posting for four consecutive weeks prior to such elction in four public places...."

Council met 1:00 P.M. to canvas votes cast. Result: "48 votes were cast in said trritory of which 25 were in favor of annexation of the above territory and 23 votes were cast against annexation therin a majority of two votes in favor of annexation and the vote in the town of Sherwood being thereupon canvassed it was found that 33 votes were cast herein at said special election of which 23 were in favor of annexation and 10 against annexation a majority of 13 votes in favor of annexation." Annexation passes, effective October 28. 1912. The result was sent to "the secretary of State of Oregon...."

Attorney R.H.Down receives $100.00 for annexation work. Judges and clerks recive $36.00.

The next election: Judges appointed are J.W.Eldridge, W.J.Dodson, and J.H.Morback. Clerks are E.O.Shepherd, M.M.Fitch and C.Rubendall.

"Upon the application of the Friends Church society, it was ordered that a street crossing be put in out of cement on Pine Street with the intersection of Second Street, opposite the new Friends Church. L.W.Roellich was instructed to look aftr the job and see that same was done according to specifications. The matter of putting in three alley crossings out of cement came up, this being due to cement walks being put in on Washington Street... Upon motion it was ordered that the three alley crossings be put in at the same time the cement walk was layed."

Page 218 Nov. 8,1912.

"The meeting being of a special nature, minutes were dispensed with. This meeting bing called by the president for the purpose of considering the appointment of a marshal owing to the various violations of city ordinances and the lack of an officer to maintain peace and order." E.R.Herndon is nominated by L.W.Roellich and appointed Marshal. "Mr. Herndon was to be advised of the action of the council and to furnish bonds forthwith so he might take up his duties at once." No further business. J.E.Morback is minute taker as well as "Acting Prest. of the Council."

Frank and Fred Colfelt get their license by unanimous vote, "Fred Colfelt Yes."

"Owing to the settling of sewer ditch which had been recently filled in after completion of the job, especially at street crossings, it was deemed advisable to employ a man, team and scraper and re-fill such places as were detrimental to traffic, and upon motion it was ordered that L.W.Roellich take the matter in charge and have the work performed in a satisfactory manner."
