"The bills of Glass & Prudhomme $3.10, Hillsboro Independent $3.25, F.J.Epler $23.55, J.R.Balding $15.75...." paid.

W.H.Becker is newly elected Treasurer.

"Motion made and seconded that a committee of two be appointed to audit Treasurer's books. Motion carried. W.J.Dodson and J.R.Balding were appointed.

"This being the first Monday in January the newly elected officers were present to take their oath of office. There being no further business to come before the old board the new officers were sworn in by the Recorder." But their names are not recorded.

President A.W.Hall absent.

"Auditting [sic.] Committte J.R.Balding and J.W.Dodson reported that they had found books of Treasurer F.J.Epler correct with a balance of $145.14 in Bank.

"On motion of J.W.Dodson Council voted to have Recorder call on Mr. Epler and secure from him a copy of Electric Light Contract to replace those destroyed by fire.

"Council ordered Recorder to have an ordinance drawn compelling R.R.Co. to not load or unload such things as manure, wood, etc. on blocks 1, 2, & 3.

"On motion of Mr. Warner Council votd to have Recorder call for bids to construct cement cross walks on following blocks.

"At intersection of First & Pine Sts. btween blocks First & Sixth, at intersection of Rail Road & Washington Sts. between blocks [1 & 2?] and at intersection of R.R. and Main Sts. between blocks 2 and R.R.Crossings: to be 1 to 4, and same size as those now in. All members of the Council voted yes on the motion.

"On motion of Mr. Warner the Council ordered Electric Lights to be put in according to petition now on file in Record office. Warner, Edwards, and Dodson voted yes, Holznagel voted no. Motion carried.

"Mr. Vinsonhale, Marshall, was instructed by acting President Balding to inspect all side walks in town and to order all owners of board walks to keep all boards nailed down in the future."

All present.

"The Child Welfare Committee came before the Council asking for a curfew forbidding children from loafing on the streets and around public business places after certain hours at night. The Council advised to bring a written ordinance before the Council to be voted on.

"Communications from the S.P.R.R. [Southern Pacific Rail Road] were read and discussed. Motion made and seconded the Recorder write the S.P.R.R. Co. what a plain crossing or one similar to the ones already here would cost. Motion carried.

"Motion and seconded the bid of Fred Smith for the construction of cross walks as specified at 85 cts. per lineal foot be accepted. Motion carried.

"Motion and seconded that E.C.Stevens be appointed as City engineer for the balance the year of 1914. Motion carried."

Carl Schuster and Ed [sic.] Colfelt apply for license. Motion laid on the table.

"Moved we adjourn this meeting until Sat. Mar. 7 at nine-thirty. Motion seconded. Motion carried."

Mayor Hall votes Yes on the "application of Ed Colfelt" to break a tie vote. W.J.Dodson and G.E.Warner voted No. Edwards and Holznagel voted Yes.

Dodson offers resignation. Warner moves to lay on the table. Carried.

"Ordinance regulating the loading and unloading of Rail Road cars and prohibiting the blocking or obstructing of streets was read and votd on for the first time. Motion made and seconded the ordinance be acceptd as read. G.E.Warner Yes, W.J.Edwards Yes, and A.Holznagl Yes. Motion carried."

Carl Schuster's license gets Yes from Edwards and Holznagel, No from Warner. Schuster bond and application accepted.

Fred Smith and E.C.Stevens get bills paid.

"Communication from the Committee of Parent Teachers Association and they were instructed to draw up an ordinance and present it to the Council.

"Motion made and seconded that the Recorder advertise for bids for filling the gultch South of Depot to be 100 yards or more. Motion carried."

Warner and W.H.Becker Treasurer absent.

"Motion made by W.J.Dodson to reject all bids for filling the Gultch and readvertise for bids. Motion carried.

"The withdrawal of the resignation of W.J.Dodson was accepted by the Council and he remains as a councilman of Sherwood, Oreg.

"An ordinance to regulate minors after certain hours from places of business, streets, or alleys within the town of Sherwood, Oregon and fixing penalty; being read for the first time was accepted after some changes were made. Upon the vote being taken W.J.Dodson, voted Yes, W.J.Edwards Yes and A. Holznagel Yes.

"An Ordinance regulating the loading and unloading of Rail Road cars and prohibiting the blocking of certain streets..." passes.

"An Ordinance prohibiting the obstructing of sidewalks or crosswalks was layed on the table.

"Motion made and seconded that the lumber be furnished for three culberts to be put on the street now being constructed in Sherwood Acres. Motion carried."

"Application A. Hanke to move the frame building of L.W.Roellich from its present location to Block 2, was rejected by th Common Council."

Application of Ed Colfelt[1883-1927] laid on the table until July 3.

Application of Schuster to transfer his license to J.A.Colfelt was granted.

The curfew ordinance (cited above) gets unanimous approval.

All present. L.S. McConnell replaces G.E.Warner.

Ed Colfelt gets approval, Dodson voting No, Holznagel and Edwards voting Yes.

"Bill of Jas. Hoy $3.00, for mowing the streets was approved, and an order for a warrant to be drawn for same."

"S. Weckert came before the Council asking for 4 inches along the South side of his building to be taken from the alley in Block No. 4. "Motion made by W.J.Dodson that an ordinance be prepared to grant S.Weckert a 25 year lease for 5 inches running East 38 ft. with the Motion seconded and carried providing the property owners are aggreeable along the alley in this one block." [last seven words added to text in pencil.]

"The Common Council met in a call meeting with J.R.Balding acting President in chair showing all present except A.W.Hall President and L.S.McConnell.

"Motion made and seconded that W.J.Dodson to represent the Council in their annual meeting of T.V.E.Co. to be held the 16th of July."

"An Ordinance was presented to the Council forbidding the sale or dischargeing of fire-works in the Town of Sherwood. On reading of the Ordinance for the first time; W.J.Edwards votes Yes, A. Holznagel votes yes, and W.J.Dodson votes yes.

"Moved and seconded that Mr. Holznagel investigate the price of north star hose and what was the reason that the hose ordered before was not shipped.

"Moved and seconded that the paying of the hydrants be held up until we can have a meeting with Mr. Foushay also to proceed with the purchasing of 260 Ft. of pipe to be layed as a main along R. R. Street east from Washington street. Motion carried."

Page 253 Aug. 27, 1914.

J.P.Young appointed to fill out the term of G.E.Warner, by motion of Dodson.

"Motion made by W. J. Dodosn that four warrants be issued of which three to be $500.00 each and one for $248.40 covering the amount of $1743.40 of warrants and interest to date now in the hands of the Bank of Sherwood. The old warrants are to be filed with the records of the Town of Sherwood." Passed, and then Young appointed to Council.

"Motion made that the Recorder instruct Mr. Kelly to draw an ordinance regulating Peddlers and Canvasers. Motion seconded and carried."

Ordinance forbidding "the sale or discharging of fireworks or any explosives" read 2nd time, laid on table.

Ordinance "regulating peddlers and canvasers without obtaining a permit or license" approved.

W.H.Becker and Vinsonhaler absent.

Fireworks ordinance approved unanimously. W.J.Edwards paid.

Ed Colfelt and A.J.Colfelt get approval with Dodson voting No.

"Motion made and seconded that bids be called for three crossings, two from intersection of Willamette Ave. and Washington Street, one at intersection of Tualatin St. and Washington St. Crossings to be made according to the specifications of the former crossings. Motion carried."

Fred Smith's bid for crossings, 90 cts per lin. ft., accepted.

"Motion made and seconded that an Ordinance be made to levy a ten mill tax on all property both real and personal, in the Corporate limits in the Town of Sherwood. O rdinance be made to read that all of the ten mills be thrown into the general fund. Motion carried.

"Motion made and seconded that a Mass meeting be called at Buck's Hall on Nov. 20th for the purpose of nominating a Town ticket for the coming election. Motion carried.

"The following judges and clerks were appointed for the election to be held Dec. 14, 1914. Clerks: Geo. Saylor, J. H. Morback, and E. W. Johnson. Judges: W.V.Yates, Jas. Hoy, and C.T. Hall."

"The meeting was called for the purpose of estimating the expenses for the ensuing year and drawing an ordinance to levy a ten mill general fund tax on all taxable property both real and personal. Motion made and seconded to have the ordinance read for the first time. Motion made and seconded to lay the Ordinance on the table until the next regular meeting.

"Moved and seconded that an occupation tax be adopted, and an Ordinance prepared to place a license on the following occupations."

Page 258 Nov. 24, 1914.

Becker absent.

"All members of the Council voted Yes." on property tax ordinance.

Bills:Fred Smith gets $136.20 and E.C.Stevens gets $21.00.

"An Ordinance licensing certain business and employment in The Town of Sherwood and regulating the manner of issuing licenses was presented." Read three times and to take effect Dec. 1, 1914. All vote Yes.

Page 259 Dec. 4, 1914

All members present.

"An application for a permit was asked by R.F.Thomas to operate a shooting gallery in the Town of Sherwood. Motion made and seconded that the application be laid on the table until Mr. Thomas feels able to pay a license.

"Motion made and seconded that a permit be issued to the two saloons to operate their pool tables. Motions carried."

Sherwood, Oreg. Dec. 26, 1914.

The Common Council met in a special session called by the President for the purpose of a recount, as Mr. Melville made a written request for a recount.

Roll called and found all members present except Treasurer, W.H.Becker, and Recorder, Jno. R. Balding.

The recount showed the count to be the same as reported by the Clerks of election.

Motion made and seconded to adjourn until the next regular meeting.
