TOWN COUNCIL MINUTES SHERWOOD OREGON U.S.A. BOOK ONE | Page 1 The Board of Common Council of Sherwood O. met in Seeney's hall March 28th 1893. Members all present. The Bonds of the Recorder, Marshal, and Treasurer were presented for apprroval and the Council desiring certain amendments made in them they were withdrawn until the next meeting. On Motion was made and carried that there be a subscription paper circulated in the Town to raise money to pay the debts incurred to incorporate. Adjourned to meet March 30th 1893. [Signed] J.M. The Bonds of the Recorder, Marshal, and Treasurer were presented and on motion were accepted. Motion was made and carried that the Council make an Ordinance to Tax Peddlers of Merchandise for each day they sell goods inside the city limits. An Ordinance (No. 1) was introduced by Mr. Iler to prohibit Children under sixteen years old from being on the streets, or at Public business places after 8 Oclock P.M. was read before the Council for the first reading, and on motion it was laid over for the second reading at next meeting.

A programme of business to govern the meetings of the Council was drawn and presented by Mr. Iler and a unanimous vote was adopted. Ordinance No. 1 prohibiting children from being on the streets after 8 Oclock P.M. was read before the Council and on motion was laid over for the third reading at next meeting. Ordinance No. 2 taxing the owners of dogs residing inside the corporate limits was read before the Council and on motion was laid over for third reading at next meeting. Ordinance No. 3 prohibiting the discharge of firearms inside the corporate limits was introduced by Mr. Iler and read before the Council and on motion was laid over for second reading at next meeting.

Motion made and carried that the Councilmen draw form's for an Ordinance on the Liquor Traffic and present at next meeting. on Motion the President was authorized to appoint a committee to secure a lot suitable to build the Town Buildings on. On Motion the Marshal was instructed by the Council to enforce the law concerning collecting the tax assessed against owners of dogs residing within the corporate limits. Yes: Iler, Meeks, Eyman and Montgomery; On motion it was decided to accept Mr Brooke's offer on two town Lots Viz. $125.00 On motion it was Decided to Make town Building 18 X 28 ft. 10 foot posts. | Page 22 Sherwood Oregon June 9th,1893 The Board of Common Council of the Town of Sherwood, Washington Co., Oregon met in Seeney's Hall. Members present: Mr. President, Iler + Meeks, Eyman and Montgomery + Minutes of Last two meetings read and approved..... A motion was made and second that the Council Grant C.G.Reisner a License to sell spirituous Malt and Vinuous Liquors within the corporate Limits of the Town of Sherwood for the term of three months beginning June 10 and ending Sept 10th, 1893. The vote stood as follows: Yes's Iler, Meeks, Eyman and Montgomery. On Motion the Bond of C.G.Reisner with E.S.Calkins and O. ["Ora" per Sherk] Johnson as surities was accepted by the Council. It was moved and carried that the Recorder Issue a License to C.G. Reisner to sell spirituous Malt and Vinuous Liquors within the corporate Limits of the Town of Sherwood for the term of three months beginning June 10 and ending Sept. 10th,1893. Mr. J.M.Haynes here tendered his resignation as recorder which was accepted by the Council. A motion was here made that the Council appoint J.E.Young Town Recorder to fill Vacancy caused by resignation of Mr. Haynes.
| Page 23 Motion carriade. Yes's: Iler, Meeks and Montgomery. J.E.Young being present and after having taken the oath of office was Duly installed as Recorder. The bond of J.E.Young as Town Recorder with C.G.Reisner and J.M.Haynes as surities was presented and read before the Council on motion of P.T.Meeks said Bond was accepted by the Council. Motion made and carriade that J.M.Haynes former Recorder be allowed the Sum of Eleven and 05/100 Dollars for Services, Books and Stationary. Quarterly report of Town Treasurer presented shown Cash Rec'd to Date June 9th 1893 to be $142.50. No reimbursments. Motion made and Carriade to Instruct recorder write John Brooke stateing thatt the Council would accept his cash offer on town Lots. | Page 24 Sherwood Ogn. Jne. 14th, 1893. The Board of Comon Council of the town of Sherwood met in Seeney's Hall. Roll Call showed all members present. Minutes of Previous meeting Read and Approved. The vote on approval stood as follows. Yes. Iler. Meeks Eyman & Montgomery. Communication of John Brookes in regard to town lots accepting offer of $125.00 for same red by recorder. Motion made and carriade that Secretary write John Brooks stating that the money was ready and would be handed over when a good and sufficient warranty Deed was fourth coming also to write to the County Recorder and finde out if there was any Maortgage or other Incumberance on said lots. Roll call showed those present to be C G Reisner, Prestd and Mr. Iler and Eyman of the Board of comon Council. Roll was called to order by the President. Roll Call showed all members presant Except Mr. Montgomery. Minutes of Last two meetings read and approved. Motion made to accept Deed for Town Lot 1 & 2 in Block 3 and that an order be drawn on the Town Treasurer for $125.00 to pay for said Lots. Yes Iler + Meeks and Eyman. Motion made that the Recorder Make out Bill of Lumber for Town Hall and Jail size 20 X 30 ft X 10 foot High and to send a copy to each of the Saw Mills, Requesting them to submit Bids for furnishing. Same bids to be in by June 26. Motion Carriade. Motion made that the recorder be instructed to advertize for Bids on Carpentry Work on Hall and Jail. Bids to be in by 5 Oclock PM, July 3.

Sherwood Oregon June 26th 1893 The Comon Council of the Town of Sherwood met in Seeney's Hall Members all present. Minutes of last meeting read and approved. The Bids for furnishing lumber for the Town Hall and Jail were opened. Bids wer as follows. Samuel Westfall $135.00, Wm. Vincent $79.98. Motion made and second to accept Mr. Vincent's Bid and the Contract of furnishing the Lumber Be awarded to him the same to be paid for on or before Nov. 1st 1893. Motion Carriade. The Recorder was instructed to Make out Bill of All Nails Hardware and Tin needed on building and give the same to J.C.Iler to fill.

Members present Mr. President C.G.Reisner, J.C.Iler, P.T.Meeks, H.H.Eyman Councilmen and Recorder J.E.Young. Ordinance #12 to prohibit riding Driving or leading Animals or riding Bicycles Tricycles or Velocipedes on sidewalks read for 1st first reading and on Motion was laid over for second reading at next meeting. On Motion of P.T.Meeks Ordinance #7 was amended to read as follows: That all Saloons within the Corporate Limits of Town of Sherwood Shall be Closed at 10:30 Oclock P.M. sharp and remain closed for the remainder of said day. Motion to amend Ordinance #10 to read as follows All sidewalk built hereafter shall have at least 3 to 4 X 4 sawed stringers running length wise and shall be covered with Lumber not less than 4 and not more than 8 in wide and not less than 1 1/2 in Thick. Motion Carriade. Yes Iler+Meeks+Eyman.
| Page 29 The following Bill was presented and dispensed of as follows. McConnell and Iler's Bill for hardware, Locks and Tin amounting to $24.96 Ordered paid within Sixty Days. Bill of R.S. C[...] $1.00 for halling lime and sand cut down to 50 cents and ordered paid. The following Bids for doing the Carpentry Work on Town Building wer opened and read before the Council. J.M. Bevert's Bid $70.00, A.W. Atterberry's Bid $44.50, J.E.Young's Bid $59.75. On Motion of J.C.Iler Mr. Atterberry's Bid was rejected on the grounds that it did not cover the Entire Building only the Jail being mentioned the Vote stood as follows to reject. Iler+Meeks and Eyman. On motion of Iler the Bid of J.E.Young of $59.75 for the carpentry work on town Hall and Jail was accepted and contract of Building the same awarded to said J.E.Young the vote being as follows Yes Iler + Meeks and Eyman. New Business. On Motion of P.T.Meeks Mr. J.C.Smock was appointed Councilman in and for the Town of Sherwood to fill vacancy
| Page 30 caused by Resignation of M.D.Montgomery. The vote being as follows Yes J.C.Iler P.T.Meeks HH Eyman. Motion Made Second and Carriade that the recorder instruct Marshal to Enforce Ordinance No2 and to colect taxes on All Dogs that have not bin taxed for the Year 1893 or dispose of them in accordance with the provisions of said ordinance. On Motion the Recorder was Instructed to procure A Statue of the State of Oregon to be used by Recorder and his succession of officers. Council Adjourned to Meet Monday July 10th 1893. Mr.J.C.Smock.councilman.Elect to fill vacancy caused by Resignation of M.D.Montgomery being present was duly sworn in.by.Recorder and entered on the duties of his office. Ordinance #12 Was read for second reading and on Motion was laid over for 3rd and Last reading at the next Meeting. Ordinance #13 Providing for the setting out of Shade Trees was Introduced by H.H.Eyman and read for the 1st reading on mottion of Meeks was Laid over for second reading at next meeting. --Bills and Communications-- Bill of T.E. [Be..L] and Co. for Windows Doors and Moulding amounting to $21.25 was read and on motion of Smock

Reading of Ordinance #12 and on motion the Clause relating to Bicycles Tricycles and Velocipedes was stricken out. Motion to Accept Ordinance #12 as amended and that the same shall become law when approved by the President Yes Iler,Meeks,Eyman and Smock. Recess of five minutes after which council was called to order. Ordinance #13 was read for the second time and on motion was laid over for 3rd reading at nex Meeting. Bills Bill of McConnell & Iler for Handcuffs and Recording Deed at $5.75. Bill allowed and ordered paid. Bill of P.P.B.Co.[Portland Pressed Brick Company] for Brick $11.50 ordered returned for corrections.

| Page 35 Sherwood Oregon Aug. 7th 1893. The Board of Comon Council met in Town Hall. Members all present except Marshal. Minutes of Last Meeting read and aproved. Ordinance #13 was read for the third time and on Motion of Iler a Vote was taken on the adoption of the same. Yes Iler Meeks and Eyman. Mr. Smock voting in the negative. The ordinance was adopted and signed by the President. Ordinance #14 was read for the second reading and on Motion was laid over for 3rd reading at the next regular meeting. Bills Bill of J.Chapman for iron work on Jail amount 6.25 was cut down to 4.05 and on Motion of Smock that amount was ordered paid. Bill of F.M.Buyer for 3 days work on Foundation @ 1.75 per day amounting to 5.25. Motion to accept Bill not Carriade. On Motion F.M.Buyer's Bill was cut down to $4.50 and the same ordered paid.

Bill of A.E.Beach and Co. for shingles $15.60 was called up and on Motion of Smock was laid over until next meeting and Mr.Eyman was Instructed to see Mr.Beach in regard to the same. Bill of J.E.Young for services as recorder and stationary amt @2.65 on motion of Smock was ordered paid. On Motion Mr.Eyman was Instructed to make a table for the Council and Recorder. | Page 39 Sherwood Oregon Sept.9th,1893. Persuant to adjournment on the 5th Inst. Comon Council met in Town Hall to consider ways and means of Raising Money to pay of the indebtedness of the Town. Members all present. Minutes of Proceeding of Last Meeting (which was a called) meeting read and ordered to be continued in the present meeting. As there had been no arrangements made where by the Town Indebtedness was to be paid a Motion was made to reconsider the Vote on granting C.G.Reisner A Liquor License for the period of three Months. Motion carried. Mr. Iler then moved that the Town grant C.G.Reisner a license within the corporate limits of the Town of Sherwood for three months Ending on the 9th day of December 1893, Yes Iler=Meeks and Eyman Mr. Smock Voting in the negative. The Motion Carriade. The Bond of C.G.Reisner with O.Johnson and John P. Mohrman [John Peter "Mohrmann" 1856-1933] as surities was read and on motion the same was approved and the recorder was authorized to issue a license in accordance with the same.
| Page 40 On Motion the following warrants wer ordered drawn on the Treasurer of the Town. One for Ten $10.00 in favor of James Carr, one for Eleven $11.00 in favor of.P.P.B.Co., one for Fifty nine and 75/100 Dollars (59.75) in favor of J.E.Young. On motion the following committee was appointed to Locate a drain and said drain to be commenced at the north East Boundary of the town and to run in a south westerly course to the south west boundary of the town. | Page 43 Sherwood Oregon Oct 3rd 1893. Persuant Adjournment Oct. 2nd the Comon Council met. members All present. Minutes of Last meeting read and corrected. The Smock motion was corrected to read as follows: That the property owners adjoining the sewer be Taxed to raise the funds to pay for tile and Excavating for the sewer. Committee on Sewer reports that there Can be a sewer run from the southwest Line of the Town along the Alley runing through Blocks 1,2, and 3 to the North East Boundary of the town and that said Ditch will have a fall of 12 in. in Every 100 feet. Motion by Smock to start Ditch 18 in Deep at Terminus and run the same on an upward grade of one foot to the hundred to the [hind?] or source of the same. Motion made and second that the committee be Discharged Carriade. Motion by Iler to accept Mr. Smock's offer of getting the tiling for the town on 90 days time without interest.
| Page 44 Mr. Smock was authorized to get 6 in Tileing not to cost more than $45.00 [...] town to pay freight amount not to exceed 800 feet. Mr. George Seeney offered to superintend the diging of Ditch and Laying of Tile for $1.75 per day. On Motion of Iler Mr. Seeney's offer was accepted and he was given power to hire hands at $1.50 per day to assist in the work provided the property owners have the first chance to do the work on their own property. Motion to Instruct Recorder to post notices requiring all persons owning property in Blocks One, Two and Three to have their part of the Ditch Dug within Ten Days from the date of the notice. | Page 45 Sherwood Oregon Oct. 9th 1893 Comon Council met in town Hall. Members all present. Minutes last meeting read and corrected to read as follows. That Mr. Smock was instructed to procure 800 feet of six inch tileing to be used in the sewer lining through Blocks 1,2,and 3. Communication of F.E.Brock and Company read and on Motion of Smock A Warrant wers ordered Drawn for $21.25 in favor of F.E.B.and Co. to pay for Doors, Windows and Moulding used in Town Hall. A new Ordinance was offered by Mr.Eyman which was given the Title of Ordinance #15 the object of the ordinance to prohibit fighting [erasure] asault or Asault & Battery and to Proscribe the punishment for the same ordinance was read and laid over untill the next meeting. Ordinance #16 in regard to leaving horses out in the storm was presented, read and laid over untill next meeting.

| Page 49 Sherwood Oregon Oct.30th,1893 Comon Council of the Town of Sherwood met at 1 Oclock P.M. meeting called to order by the President-- Members all present Except Marshal. The following Notice was read. Notice is hereby that there will be a special meeting of the town Council of the Town of Sherwood On Oct 30th 1893 at One Oclock P.M. for the purpose of Borrowing Money to pay Indebtedness of the town and Insuring Town Building. Mr. J.E.McConnell being present offered to loan the Town One hundred and fifty Dollars on One Years time. And on Motion of Smock the Council Voted to borrow the Money of Mr. J.E. McConnell and to give a note for the amount at Ten Percent Interest With a Mortgage on the town Propertyt to secure the payment of the same. The vote stood as follows Iler Yes Meeks Yes Eyman Yes Smock Yes. Mr J C Smock offered to Insure house for 1 year for amnt of Policy $2.00 w Premium 5.20 on Motion of Meeks the offer was Accepted. Mr.Smock Presented Insurance policy on Town Building amt--$200.00 and on Motion the same was accepted Mr.J.C.Smock Presented Bill for $36.00 for Tiile to be on or About Feb 1st 1894. Bill of McConnell, & Iler for stove and pipe amt $6.70 was read and on motion of Smock the same was allowed and ordered placed on file. Bill of Geo. Seeney for the arest of Joseph.Wolfstein amt--$1.00 was alowed. On motion of Iler. Bill of J.E.Young for services from Aug.7th to Nov.6th and for Costs in the Wolfstein Case Amt $4.75 was Alowed on Motion of Smock. | Page 55 Sherwood Oregon Dec.8th,1893. Persuant to the Adjournment of Dec. 4th the Comon Council of the town of Sherwood met in Town Hall Members all present at Roll Call. Minutes of Last two Meetings Read and Approved. Ordinance #18 was read for the second reading and on Motion of Iler was Laid over for third reading at next regular Meeting. Bill of D.M.Guult for Printing Town Warrants and $2.50 was read before Council and on Motion of Smock the same was alowed and Ordered Paid. Petition of John Owens asking the Council to grant him a Liquor license to sell spiritous Malt and Vinuous Liquors in less quantities than 1 gallon was taken up. A motion to grant John Owens a license as asked for: for the Period of three Months Beginning Dec 10th 1893 and Ending March 10th, 1894. The vote on the Liquor License stood as follows. Yes: Iler & Meeks. No: Eyman and Smock.
| Page 56 There being a tie Vote on the question and the President having the Desiding Vote he Cast his Vote to grant the License and an order was made for the recorder to issue the same Provided the Bonds of Mr Owens wer aproved. The bond of John Owens with O.Johnson and C.G.Reisner as surities duely Executed Wer read before the Council and on Motion of Iler the same was accepted. Petition of J.C.Smock, R.Miller and G.Hanke for a sidewalk to commence at the SouthWest corner of Block two(2) running thence in a north Westrly course along the West sides of Block Two, Five & Eight to the Intersection of Third Street at the north West corner of Block Eight including street crossings and alley crossings between said Points. Said Petition being signed by a majority of the Property owners ther Prayer was granted and an order signed to have said walk Built. The Recorder was Instructed to Post notices to that Effect Saturday Dec 9th [...] 9 Oclock was the time set for the Members of the Council to meet and Locate grade for the same.
| Page 57 Bill of E.A.Hodson for 1/2 Days Halling Brick and waiting on Mason, amt 75 cents was read on Motion of Smock was alowed and the same ordered Paid Bill of H.H.Eyman for 2/3 Day Chairs amt $4.00 was alowed and ordered paid. Ordinance #16 was Passed by a full Vote of the Council on Nov.6th was then taken up it having bin returned by the President Vetoed with his objections Endorsed on the Issue. A Motion was then offered to pass the Ordinance not withstanding the President's Veto the final Vote stood as follows: Iler Yes, Meeks Yes, Eyman Yes, Smock Yes. The Motion Carried and Ordinance #16 was Passed not withstanding the Veto. On Motion the following named Gentlemen and Election of the town of Sherwood wer appointed as Judges of the Town Election for the town officers to be holden on the 2nd Day of Jan.1894: T.D.Cox, August Wyman, Charles Cox. L.McConnell and J.E.Morback Wer appointed Clerks of Said Election.
| Page 58 On Motion Dec.22,1893 was set as the Day for holding a convention to nominate Town Officers for the Year 1894 Convention to convein at the hour of 1 Oclock P.M. The first Monday in January being the Day Appointed by Law for holding the annual Town Election coming on a Legal Holiday Thursday January Second Was appointed by the Council for Holding said election. The Election to be held between the Hours of four 4 and six 6 Oclock P.M. On Motion the Marshal was Instructed to procure Bunks and Blankets to be used in Cells of Town Jail and to bring in Bill for the same at the next regular Meeting. On Motion J.E.Young was Instructed to make a ballot Box for the town the same to have a good Yale Lock and to be ready for use by the time set for holding the annual Town Election. Bill for same to be presented when work was done on Motion Iler was Instructed to procure an American flag to be raised over Town Hall.
| Page 59 Flag must not exceed $5.00 in cost. On Motion J.E.Young was Instructed to Procure servicable Material, Make and Paint 5 Ladders for the use of the town in case of fire said Ladders to be used for no other purpose. One Ladder to be 24 feet in length One 20 feet and one 16 feet two of them to have hooks to catch on comb of Roof one of these Roof Ladders to be 14 feet and the other 18 feet in Length and when Ladders wer done to Present his Bill for the same to the Council. On Motion the recorder was instructed to Advertise for Bids to furnish Material and Paint the outside of Town Hall, Two coat work, one third of the contract Price to be Paid When first coat is finished and the other 2/3 when Job is completed Provided that the Last Coat must be put on in dry weather. The Council to be the Sole Judges as to when it is fit to paint on the Last Coat Bids to be opened Dec 18th 1893. On Motion the Marshal was Instructed to procure one Rick of good 18 in Wood for town Hall.
