Our early city elections were the sensation of the town, as they were a battle royal between the wets and the drys. At one of the elections the ballot box was stuffed, the poll book showed but 35 had voted and the ballot box contained 42 votes. The wets accused the drys and drys accused the wets for the fraud. Another election was held with an officer in charge to check up on the voters. At one election the drys won out and the saloon operators started gallon joints outside the city limits.

Page 32 Sherwood Oregon January 8th,1900. Comon Council of the Town of Sherwood met in annual session and was called to order by president Smock. Roll call showed Members present to be Prest. Smock, Council man Meeks, Hankey, Saylor and Haynes.and Recorder.Young. Minutes of Last meeting Red Corrected and Approved. Resignation of E.G.Hagey as Marshal which was filed Jany.5th and upon which no action was taken was at this time withdrawn. Report of the Treasurer for the quarter Ending Jany.8th,1900 Red before the Council and on motion the same was adopted as read and Ordred placed on file. Report of J.E.Young Town Recorder Red Accepted and placed on file. Bill of J.E.Young for work and all other claimes to date amt $15.90 Allowed and ordered paid. Bill of J.E.Morback for percentage on all money Read and paid out to date since last Report Amount $11.25 Allowed and ordered paid. Under the head of Unfinished business the Council took up and Canvassed the Election Returns of the Town Election Held January 2nd,A.D.1900. | Page 33 Upon Canvasing the Returns it was found that the provissions of Sec. One, Section Two and Section Three of Ordinance No.29 of the town of Sherwood had not been followed in the counting of votes. Also that there wer more White Ballots in the Ballot Box with the Returns than the Poll Books showed Electors that had voted and also that the Talley sheet was defective showing that there had been forty six (46) votes counted for Town Marshal when there had been but Thirty Two (32) votes cast at the Election. Therefore it was moved by Meeks & Seconded by Saylor that the Election held for Town officers on January 2nd,1900 be set aside.and that a new Election be held within Ten days hereof on this motion the Vote stood as follows. P.T.Meeks Yes, G.Hanke Yes, M.J.Haynes No, G.W.Saylor Yes. The motion to set aside the Election and order a special Election within ten days Carriade.and it was so declared by President Smock. Moved and second that no one be allowed to Vote At the Special Election ordered by the above motion unless they possess the qualifications of Electors of Town of Sherwood as provided for in the Charter of Said Town. Motion Carried. Page 34 Moved and Seconded that the Special.Election be held in Town Hall on Thursday January18th,A.D.1900. Motion Caried unanimously and the Recorder was ordered to post Notices Calling Such Special Election and to prepair and have Ballots printed prepair and finish All other Supplies necessary to Conduct Such Election under the provissions of Ordinance #29 the charter and the General Election Laws of the State of Oregon. On Motion the Recorder was Instructed to Call a Citizens Caucus to meete in town Hall on Wednesday night January 10 at 6.30 P.M. for the purpose of nominateing a full set of Town Officers to be voted for at the Special Election to be Held January 18th, A.D.1900. Persuant to Call of President Smock the comon Council of the Town of Sherwood Oregon met in Council Room and was called to order by President Smock. Roll call showed all members of the Council presant. President Smock stated that the object of the meeting was to appoint Three Judges and Two Clerks to act at the Special Election to be held January 18th,A.D.1900 and declared nominations for Judges of Election In order. Martin.Gardner, P.H.Hagey, Jacob Womelsdorf wer named for Judges and on motion they wer chosen and appointed as Such Judges by a unanimous Vote of the Council. President Smock then Declared that it was in order to Place in nomination Candidates for Clerks of Such Election. J.E.Morback.andJ.M.Haynes wer nominated for Clerks and on Motion they wer appointed as Such Clerks by a unanimous vote of the Council and the Recorder was Instructed and ordered to notify the Above Named Judges and Clerks of Election of ther Appointment. On Motion it was Desided to Instruct the Officers Chosen at the Special Election on Monday Evening Jany.22nd Page 36 There being no other Business before the Council at this time. Persuant to Adjournment of Jany Comon Council met for the purpose of Canvasing the Vote of the Special Election and the Installing of Officers. Council was Called to order by Prest.Smock. Roll Call showed Members present to be J.C.Smock Prest. M.J.Haynes and G.W.Saylor members of the Council. There being no quorum of the Council the Council on Motion Adjourned to Saturday Jany.27th,1900 at 7:00P.M. [Signed] J.E.Young Town Recorder. Page 37 Sherwood Oregon Jany.27th,1900. Persuant to Adjournment of Jany.22nd the comon Council of Sherwood Oregon met in Town Hall and was called to order by President Smock. Roll Call showed members about to be P.T.Meeks and Gust. Hanke by order of the President the Marshal was sent after Gustove Hanke. Marshal Hagey Returned with Councilman Hanke and the President declaired a quorum presant. President Smock then declared it in order to Canvas the Vote Cast at the Special Election of January 18th,1900. The vote was then canvased by the Council and the following persons haveing Received the highest number of Votes Cast for the Respective Offices wer declared Elected. President of the Council: J.C.Smock. Members of the Council: J.V.Hall, G.W.Saylor, J.E.Cawmann. Town Treasurer: L.S.McConnell. Recorder: M.J.Haynes. Marshal: Geo.Seeney. There being A tye in the vote for members of the Council between. G.Hanke and J.M.Barber.the parties being present decided to draw Lots for the office Which Resulted in J.M.Barber.being the winner and J.M.Barber was declared to be the councilman Elect for the Ensuing Term. Page 38 Mr.J.C.Smock being his own successor.was not required to take a New Oath of Office. G.W.Saylor, J.E.Cawman and J.M.Barber Took the Oath of Office Marshal Elect Geo.Seeney presented his Bond with J.P.Mohrmann and J.E.Morback as surities Duely stamped with the Required [Province?] Tax Stamps Afficed thereto the Bond was Read before the Council and on Motion the same was Accepted Mr. Seeney being presant took the Required Oath of Office and was duely Installed Returning Marshal.Hagey turning over the Books keys Star and other property pertaining to said office. Bond of L.S.McConnell Town Treasurer with D.H.Richard and E.G.Hagey as surities was Read before the Council and on Motion the same was accepted When properly Stamped with [Reo..nce?] Stamps. Bond of M.J.Haynes as Town Recorder with Charles Wilson and. F.Langer.as.surities was Read before the Council and on motion the same was Accepted When properly stamped. Recorder Haynes being present took the Oath of office and was duely Installed as Town Recorder for the Insuing year and the Returning Recorder turned over his Keys and papers to the New Recorder. Page 39 Minutes Continued Treasurer Elect McConnell being present was duly sworn into Office The new council was then organized with President Smock in the chair G.W.Saylor, J.E.Cowman and J.M.Barber members of the council in their seats with Recorder Haynes as Clerk and the following business was transacted. M.E.Buck being present asked for the use of the Town Hall on Saturdays from the hour of 10 oclock A.M. until 4 oclock P.M. for the purpose of regestering voters. On Motion the request of M.E.Buck was granted by a full vote of the council. On motion Council adjourned to meet next regular meetting. [Signed] M.J.Haynes Town Recorder.
