Sherwood Oregon, January 4th, 1915.

The Common Council of the Town of Sherwood met in regular session with President A.W.Hall presiding. Roll call showed all present excepting Treas. Becker. Minutes of last meeting read and approved as read.

This being the meeting as provided by the charter for qualification of the officers for the ensuing year, the retiring council proceeded to clean up all old business. First in order was passing on bills which resulted as follows: Olson & Kelly for drawing up ordinance $10.00; McConnell & Hall, account supplies furnishes $8.05; M.F.Buck account use of hall for mass meeting, $2.50; Election board for annual election, $18.00. Upon motion the bills were allowed and warrants ordered drawn for the several accounts. Next in order was reading of Recorder's report for year ending Dec. 31st, 1914, upon motion same was accepted as read and ordered filed. Treasurer Becker not being present, nor having filed his report, it was decided that when adjournment was taken this meeting would convene on the following evening at 7:30 at which time Mr. Becker would be asked to have his report filed. No further business of any nature appearing before the the old board, President Dodson and councilman J.P.Young; Albert Carlson; F.W.Johnson and James Hoey [sic.] were duly qualified as members of the new council for the ensuing year. W.J.Dodson at this time called the recorder to his chair, and with a few well chosen remarks, moved that a vote of thanks be extended retiring President Hall, for his long and faithful service, and untiring efforts in behalf of the town and citizens that had honored him so many times with the highest position in the government of the city. Recorder Morbacks and Treasurer Andersons bond were then passed upon and approved, Max Muralt as Marshal not having his bond prepared, was instructed to have same ready for approval tomorrow evening. The recorder, treasurer and marshal was then sworn in by retiring recorder Balding. Upon motion Max Muralt was appointed to serve as marshal without bonds with the understanding that he have his bond ready for approval tomorrow evening.

A communication was read from Percy A. Lockwood, City Engineer of Newberg, making application for the position at Sherwood. The recorder was instructed to conferr with him as to his charge per hour or day.

No further business appearing before the meeting, a motion was taken to adjourn the meeting until tomorrow evening Jany. 5th, at 7:30, for the transaction of any business that may come before the meeting.

All present.

"Treasurer Becker being present reported that as yet he had not completed his report, and asked that he be granted a little more time. It was also deemed advisable to appoint a committee to assist the treasurer with his books and upon motion the president appointed J.E.Morback and James Hoey. Marshal Muralt bond was filed with Fred Colfelt and O.A.Olson as sureties, upon the reading of same it was approved upon motion.

"It was brought to the attention of the council that both of the saloons were entitled to a refund of two days each unearned saloon license, amounting to $2.20 per day, or $4.40 each. Upon motion the recorder was instructed to issue the proprietors of each saloon warrants for the amount.

"Councilman Young brought up the subject of reducing the Marshals salary from $40.00 to $10.00 per month. After some deliberation on the matter the marshal was asked if he would serve for $10.00 per month, and stating that he would, the recorder was instructed to prepare an ordinance to that effect so it might be acted upon at the next regular meeting."

Page 264 Jan. 8, 1915.

All present.

H.D.Leo files complaint about storm drains on R.R.Street being clogged, "same causing a diverging of the surface water from the natural course and causing damage to the foundation of his building, as well as flooding his lot with silt and sediment.... James Hoy was appointed to act."

Ord. #25 "pertaining to the salary of the marshal" was passed after being "read the required number of times...."

Becker paid $15.15 for services and stationary up till Dec. 31, 1914. "Treasurer Becker was present and stated that as yet he had not succeeded in getting his books to balance. He was instructed to conferr with the committee appointed to assist him and report at as early a date as possible.

"There being no ordinance defining the duties and etc. of the Town Treasurere, the recorder was instructed to prepare one for presentation at as early a date as possible."

Muralt and Becker absent.

"The principal call of the meeting was to consider an objection filed by S. Weckert, in regard to section seven (7) or ordinance No. 24 in regard to licensing dance halls. Mr. S. Weckert contending that this particular section of the ordinance was unjust, and not in conformity with other sections of the ordinance taxing various business. [sic.]

"Inasmuch as other sections of the ordinance pertaining to taxing various business granted the applicant the priveliege [sic.] of taking out license for the year, it was decided by the council as being unfair and not in harmony with the entire ordinance, therefore the recorder was instructed to prepare an amendment forthwith to section seven of ordinance No. 24. The council then adjourned for thirty minutes to give the recorder time to prepare the ordinance. Council re-convened with President Dodson in the chair. Ordinance No. 26 was then presented and read by the recorder amending section seven of ordinance No. 24 pertaining to licensing dance halls. Upon its final and third reading it passed the council as follows: A. Carlson voting Yes; F.W.Johnson voting Yes and James Hoy voting Yes."

Page 266 Jan. 21, 1915.

Becker absent.

Hoy and Morback, the committee audit the treasurer's books, report discrepancy of $5.00 yet. Feb. 5 given as new deadline for conclusion.

"Mrs. H. Hart was present and brought the matter before the council of taking over the water system of the Town. Mrs. Hart stating that owing to limited working capitol, she did not feel in a position to continue under the contract with the town and give the citizens a proper and adequate service. Upon some consideration of the matter, the council agreed to meet with Mrs. Hart for the purpose of going over the proposition more thoroughly with her.

"The matter of a volunteer fire department was brot up, and after some deliberation, upon motion the mayor was instructed to call a mass meeting of the citizens for Thursday evening Jan. 28th, to organize a volunteer fire department.

"A communication was read from Pearcy A. Lockwood, city engineer of Newberg, offering to act as city engineer for the Town of Sherwood for $5.00 per day. The Town to furnish him all the necessary help when acting in such capacity for the town. The recorder was instructed to inform him the first work the town had in his line, they would give him an opportunity to try out.

"Mr. Robbins representing one of the pool rooms was present, and asked permission of the council to allow boys from the age of 18 up to frequent pool rooms and take part in the games. The council advised him they were not in the law violating business, and the may[or] especially, stated that he took an oath to enforce all the laws of the State and the Town of Sherwood, and so long as he was Mayor of the Town it would be his object and purpose to strictly enforce all the laws."

Councilman Carlson absent.

Hoy announces he's employed Mr. Hagerty to clean out storm sewer. Hagerty is paid $1.25 for the chore.

Becker is paid $9.95 balance due him from 1914.

"The Sherwood Journal bill for $3.00 account printing town ballots was considered to high and the recorder was instructed to interview the Journal pertaining to same, and settle according to agreement reached.

"Fire chief Fisk was present and made a report as to finding of the towns fire fighting apparatus. Mr. Fisk reported that the town needed chemicals to charge the engines as they were both needing charged and chemicals on hand. Also the town was without ladders, lanterns, buckets and but little hose. The Recorder was instructed to take the matter of hose and ladders up with the City of Portland, with the object in view of securing second hand ladders and hose. Upon motion A. Carlson was instructed to procure proper chemicals to charge the engines.

"It was also moved that J.P.Young and A.Carlson act as a committee to look into the condition of the town gasoline engine and made a sale of same to very best advantage. It was thought advisable in selling the gasoline engine and turn the proceeds into hose.

"Upon motion the Marshal was instructed to put a stop to children running their little wagons and trycicles [sic.] on the side-walks, as it was a menace to those using the side-walks.

"It was moved that the recorder amend the dog ordinance making the license fee for male dogs $1.00 and female $3.00.

"Upon motion Jas. Hoy was delegated to interview M.F.Buck as to putting up an eave trough on the south side of his building to prevent the drip from falling on pedestrians owing to closeness of building to walk."
